Job Description
The Procurement Policy Analyst will serve as a subject matter expert in both acquisition and automation to provide professional guidance and support to acquisition personnel and management for systems/processes under the NNSA and DOE Procurement Systems for planning, executing, and administering contracts using existing and evolving automated acquisition processes, systems, and databases.
JOB RESPONSIBILITIES:
- Provide analysis of procurement policies and procedures related to federal contracting.
- Implement, maintain, troubleshoot and update SharePoint and other DOE/NNSA platforms.
- Maintain and update NNSA templates documents.
- Provide substantive reviews and feedback on procurement documents that may need to be updated and revised while coordinating with respective Subject Matter experts and stakeholders, such as Determination and Findings (D&Fs), Justification for Other than Full and Open Competition (JOFOC), Limited Source Justifications, Congressional Notifications and other documents related to the award of contract.
- Develop guidance materials to explain regulatory and policy changes.
- Communicate automation requirements, capabilities, problems, and solutions to both acquisition and information technology communities.
- Provide analyst services, oversight, and support for procurements involving highly specialized, enterprise, and/or complex contracts.
- Perform review and analysis of procurements ensuring policies are implemented and followed in accordance with the Federal Acquisition Regulations (FAR), DEAR, NNSA local clauses and applicable directives.
