Job Title: Procurement and Bid Manager

We are seeking an experienced Procurement and Bid Manager to optimize our purchasing strategies and manage the end-to-end bidding process.
Position Summary
The Procurement and Bid Manager is a critical role responsible for overseeing the acquisition of all necessary materials, equipment, and services, ensuring cost efficiency, quality, and timely delivery. This is an in-person, office-based rolethat requires exceptional organizational and communication skills to seamlessly coordinate with on-site project managers, field teams, and external vendors from our headquarters. This individual will manage the entire bid lifecycle, from initial subcontractor outreach and qualification through proposal submission and contract award, with an emphasis on compliance with public sector and government procurement standards.
Key Responsibilities
Procurement & Vendor Management
Develop and implement procurement strategies to achieve the best value for quality, cost, and delivery across plumbing, HVAC, electrical, and general construction materials.
Identify, qualify, and manage relationships with subcontractors, suppliers, and vendors, ensuring compliance with company standards and project requirements.
Negotiate pricing, terms, and conditions with key vendors and suppliers to secure favorable contracts and volume discounts.
Monitor vendor performance and conduct regular reviews to ensure materials and services meet specifications and delivery schedules.
Maintain accurate records of purchase orders, contracts, and procurement metrics.
Bid & Proposal Management
Manage the full life cycle of the bidding process, including pre-qualification, scope review, risk assessment, and final proposal preparation.
Conduct detailed scope analysis to define subcontracting packages and material requirements for estimating, including performing detailed quantity take-offs as necessary to validate scope.
Coordinate and issue Invitation to Bid (ITB) documents to pre-qualified subcontractors and vendors.
Review, analyze, and level subcontractor and vendor bids to ensure completeness, accuracy, and compliance with project specifications. Utilize estimating knowledge to confirm bid realism and identify potential scope gaps.
Work closely with the Project Management and Estimating teams to ensure project budgets are met and bids reflect accurate and competitive pricing.
Prepare and finalize subcontract and purchase agreements in coordination with project contracts.
Qualifications
Experience: Minimum of 5 years of experience in procurement, sourcing, and bid management, preferably within the MEP, General Contracting, or Construction industries. Education: Bachelor’s degree in Construction Management, Business Administration, Supply Chain Management, or a related field (or equivalent professional experience). Skills:
Demonstrated expertise in contract negotiation and managing complex supply chains.
Deep understanding of construction documents, specifications, and project delivery methods.
Strong estimating knowledge, including cost development and margin analysis, to validate vendor and subcontractor pricing.
Mandatory expertise in government contracting and public procurement protocols (e.g., prevailing wage, certified payroll, public bidding laws).
Proficiency with construction management software (e.g., Procore, Bluebeam, scheduling tools) and enterprise resource planning (ERP) systems.
Exceptional analytical skills and attention to detail for bid leveling and cost analysis.
Strong communication and interpersonal skills for effective vendor and internal team coordination.
