BVA Bears IT Solutions is seeking a Product Owner. This is a full-time, remote role with travel to other Government or Contractor facilities as required. The average workday is 8 hours and the window in which those 8 hours may be scheduled is between 6:00am hours and 6:00pm hours eastern time, Monday through Friday except for Government Holidays with the core hours (9am to 3pm) being covered.

As a Product Owner, you will lead the successful migration of a financial systems from Sage to Microsoft Dynamics 365. The Product Owner will serve as the primary liaison between the Agency’s stakeholders and the development teams, ensuring that business, financial, and the Agency’s compliance requirements are met. This role is critical for prioritizing the product backlog, translating business needs into actionable user stories, and aligning the project with the financial and regulatory landscape of the Agency

Key Responsibilities Include:

1. Liaison Between Client and Development Teams

· Serve as the primary point of contact for client, ensuring clear communication and alignment with state goals.

· Work closely with finance, IT, and compliance teams to translate business and regulatory needs into actionable product requirements.

· Facilitate regular meetings with client to gather feedback, refine requirements, and ensure project alignment.

2. Backlog Management & Agile Execution

· Own and maintain the product backlog, ensuring that features, enhancements, and compliance requirements are properly prioritized.

· Collaborate with Scrum Masters, Business Analysts, and Developers to define and refine user stories, acceptance criteria, and technical dependencies.

· Participate in Agile ceremonies, including sprint planning, backlog grooming, and daily stand-ups.

· Make trade-off decisions based on financial, operational, and regulatory priorities.

3. Financial & Compliance Alignment

· Ensure financial reporting and accounting workflows in Dynamics 365 align with GASB, Agency’s policies, and Client’s requirements.

· Work with Security & Compliance Analysts to maintain adherence to ITP-SEC000, accessibility standards (WCAG, Section 508), and data security policies.

· Validate that API integrations, document retention policies, and financial transactions comply with the Agency’s regulations.

4. Stakeholder Engagement & User Adoption

· Partner with UI/UX Analysts and Training Leads to ensure that Dynamics 365 workflows are intuitive and meet end-user needs.

· Advocate for Client’s financial teams to ensure system enhancements align with accounting best practices and ease of use.

· Support User Acceptance Testing (UAT) by defining test cases, validating system functionality, and ensuring business needs are met before deployment.

Basic Qualifications:

· 5+ years of experience in a Product Owner, Business Analyst, or similar role within ERP, financial systems, or enterprise software.

· Strong knowledge of Microsoft Dynamics 365 Finance & Operations and government financial reporting requirements (GASB, Agency policies, or similar regulatory environments).

· Experience working in Agile environments (Scrum, SAFe, Kanban) with backlog management in Azure DevOps, Jira, or similar tools.

· Proven ability to translate business needs into clear, detailed user stories and acceptance criteria.

· Experience with API integrations, data migration strategies, and cloud-based financial systems.

· Strong understanding of financial workflows, including general ledger, journal entries, and budget reconciliation.

· Excellent communication and stakeholder management skills, particularly in liaising with government agencies or regulated industries.

Preferred Qualifications:

• · Experience working with Commonwealth of Pennsylvania financial systems.

· Knowledge of accessibility compliance (WCAG, Section 508, ITP-ACC001) and security best practices (ITP-SEC000).

· Experience leading User Acceptance Testing (UAT) and end-user training.

· Agile Product Owner certification (CSPO, SAFe PO/PM) is a plus.
