    Job Description

    Overview:

    The International Trade Administration’s Industry & Analysis (I&A) unit is seeking detail-oriented and solutions-driven Program Analysts at the junior, mid, and senior levels to support a range of strategic, operational, and analytical functions across its portfolio.

    These roles offer an opportunity to support U.S. industry competitiveness, export promotion, and trade policy implementation by applying analytical rigor to programs that have real economic impact. You will work alongside federal and contractor teams to develop insights, improve systems, and enhance the effectiveness of I&A’s mission.

    Key Responsibilities (Vary by Level):

    • Conduct qualitative and quantitative analysis to support programs, projects, or policy decisions

    • Review and monitor program performance, schedules, budgets, and resource allocations

    • Develop recommendations for process improvements, resource planning, and operational efficiency

    • Prepare reports, briefing materials, presentations, and dashboards for senior leadership

    • Collaborate with cross-functional teams to gather data, requirements, and stakeholder feedback

    • Support testing, validation, and implementation of new systems or business processes

    • Identify risks and propose mitigation strategies to support program success

    • Perform independent research and present findings to internal and external audiences

  • Qualifications

    Qualifications

    Program Analyst I (Entry-Level)

    • Bachelor’s degree (preferred: business, public policy, economics, or related field)

    • ~4 years of professional experience (internships may count toward this)

    • Strong communication and organizational skills

    • Ability to analyze data and present clear findings

    Program Analyst II (Mid-Level)

    • Bachelor’s degree required (preferred: business, HR, policy, or related field)

    • 5+ years of relevant professional experience

    • Proficiency in developing reports, conducting assessments, and making actionable recommendations

    • Comfortable leading discrete tasks or subprojects with minimal supervision

    • Ability to guide junior staff and coordinate with stakeholders

    Program Analyst III (Senior-Level)

    • Master’s degree required (preferred: business, public administration, economics, or related field)

    • 7+ years of progressively responsible experience

    • Expertise in complex program evaluation, process improvement, and cross-functional analysis

    • Ability to independently manage tasks, supervise teams, and lead stakeholder engagement

    • Strong writing and presentation skills for high-level audiences

    Preferred Skills (All Levels):

    • Familiarity with federal government or consulting environments

    • Experience using Microsoft Office Suite, SharePoint, PowerPoint, and Excel

    • Comfort with data analysis, project management tools, or performance dashboards

    • Knowledge of U.S. trade policy, economic development, or public-sector programs a plus (not required)
