    Overview:

    INTECON, LLC is seeking an experienced Program Analyst to support the Defense Counterintelligence and Security Agency (DCSA), Office of Communications and Congressional Affairs (OCCA). This position will directly support the Congressional Inquiries Team, managing, processing, and coordinating responses to official requests from the U.S. Congress.

    The Program Analyst will provide programmatic and project management support to ensure responses are timely, accurate, and professional, while fostering strong relationships with DCSA leadership and external stakeholders. This is an ideal role for a mission-driven professional with experience in communications, policy, and government relations who thrives in high-visibility environments and demonstrates a strong commitment to supporting national security objectives.

    Roles and Responsibilities:

    • Manage, track, and process congressional inquiries submitted to DCSA, ensuring accurate and timely responses in coordination with OCCA leadership.
    • Draft, edit, and deliver high-quality written products, including reports, talking points, and official correspondence to Congress.
    • Coordinate with DCSA offices and external stakeholders to collect, analyze, and integrate information into congressional response packages.
    • Maintain accurate records of congressional inquiries, taskers, and responses using government task management systems (e.g., CATMS, JIRA, ServiceNow, SharePoint).
    • Develop and prepare briefing materials and documentation to support senior leadership engagements with congressional members and staff.
    • Facilitate knowledge-sharing and coordination sessions with leadership and stakeholders to ensure alignment on congressional priorities.
    • Support records management, database updates, and document repositories to maintain accurate audit trails of congressional interactions.

    Clearance Requirements:

    • Active Secret clearance is required; Top Secret clearance is preferred.

    Qualifications:

    • Bachelor's degree in Public Policy, Political Science, Communications, Business, or related field.
      • Four (4) additional years of relevant experience and/or industry certifications may be considered in lieu of a degree.
      • Advanced education or formal training in project management, public policy, or communications is preferred.
    • Minimum 3 years of professional experience in analysis, policy, communications, or congressional/government affairs.
    • Demonstrated ability to synthesize complex information into clear, concise reports and executive-level communications.
    • Strong organizational and project management skills; proven ability to manage competing priorities under tight deadlines.
    • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Project, Access), SharePoint, and task management systems (CATMS, JIRA, ServiceNow, etc.).
    • Excellent written and verbal communication skills with the ability to prepare professional, executive-level deliverables.
    • Strong interpersonal skills with the ability to collaborate effectively across all levels of an organization, including senior leadership, congressional staff, and internal/external stakeholders.
    • Ability to adapt to shifting priorities, resolve issues efficiently, and maintain professionalism under pressure.
    • Demonstrated experience applying DoD security and administrative policies, with direct involvement in managing congressional inquiry processes and coordinating responses across DoD or federal agencies is highly preferred.
