    Job Description

    The Program Financial Analyst supports the Office of Naval Research (ONR) by providing financial, administrative, and program management support to Research, Development, Test & Evaluation (RDT&E) programs. The role works directly with ONR Program Officers and other government stakeholders and requires prior experience in a Department of Defense (DoD) financial environment.

    This role is intended for early-career to junior-level professionals with hands-on experience using DoD Financial Management Systems and familiarity with defense acquisition and funding processes.

    CORE RESPONSIBILITIES:

    Financial & Program Support:

    • Provide financial and business support to ONR Program Officers in compliance with ONR policy, DoD guidance, and FAR/DFARS requirements
    • Support program planning, budgeting, forecasting, and execution of RDT&E funding
    • Track and report commitments, obligations, expenditures, schedules, and performance metrics
    • Monitor program execution and assist in resolving funding, schedule, or performance issues
    • Perform qualitative and quantitative financial analyses to support program decision-making and improvements

    Funding & Acquisition Documentation:

    • Prepare and process funding documents, including:
      • Purchase Requests (PRs)
      • Determinations & Findings (D&Fs)
      • Military Interdepartmental Purchase Requests (MIPRs)
      • Integrated Product Reviews (IPRs)
    • Conduct Quarterly Dormant Account Reviews (DAR-Q) and prepare required supporting documentation
    • Assist with acquisition and funding documentation, including:
      • Broad Agency Announcements (BAAs)
      • Funding Opportunity Announcements (FOAs)
      • Requests for Information (RFIs)
      • Requests for Proposals (RFPs)

    Budget & Reporting:

    • Support development of Program Objective Memorandum (POM) budgets
    • Prepare and maintain R-2 Exhibits
    • Produce routine and ad hoc financial and programmatic reports for government review

    Administrative & Logistical Support:

    • Coordinate and attend meetings
    • Record and distribute meeting minutes
    • Provide logistical support for workshops, reviews, and sponsored research events
  • Qualifications

    Qualifications

    REQUIRED QUALIFICATIONS:

    • U.S. Citizen with ability to obtain an interim and final Secret clearance
    • Minimum 2 years of professional experience in financial, administrative, or program support within a DoD environment
    • Demonstrated experience with DoD budgeting, forecasting, funding execution, and financial reporting
    • Mandatory: Hands-on experience with at least one DoD Financial Management System, such as: * Navy ERP * GFEBS * G-Invoicing * Other DoD Financial Management Systems
    • Working knowledge of FAR and DFARS as they apply to RDT&E and DoD funding
    • Strong written and verbal communication skills
    • Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook
    • Strong organizational, analytical, and documentation skills

    HIGHLY DESIRED SYSTEMS EXPERIENCE:

    Experience with one or more of the following systems is strongly preferred:

    • Navy Marine Corps Intranet (NMCI)
    • Procurement for the Public Sector (PPS)
    • Program Budget Information System (PBIS)
    • Computer Optimized Batch Reconciliation Application (COBRA)
    • Wide Area Workflow (WAWF)
    • Contract Administration Management Information System (CAMIS)
    • Standard Accounting and Reporting System (STARS)
    • G-Invoicing
    • Advana / Jupiter

    PREFERRED QUALIFICATIONS:

    • Prior experience supporting the Department of Defense (DoD)
    • Experience supporting Science & Technology (S&T) or Research and Development (R&D) programs
    • Experience supporting ONR or other DoD research organizations

    Additional Information

    • Employment Type: Full-Time
    • Location: Arlington, VA (875 N. Randolph Street)
    • Remote/Hybrid: Up to 3 days per week remote
    • Salary: Up to $75,000 annually (commensurate with experience)

    $65,000-$65,000 per year
