    Position Overview: The Program Analyst will support the management and oversight of federal programs by providing analytical, operational, and governance support to ensure alignment with agency objectives and contractual requirements. The role involves data analysis, performance tracking, process improvement, and stakeholder coordination to drive program success. The ideal candidate will have experience supporting federal agencies, strong analytical skills, and the ability to translate complex data into actionable insights.

    Key Responsibilities

    Program Support: Assist in the management of federal programs, including tracking performance metrics, deliverables, and milestones. Support Program Managers in ensuring compliance with contractual and regulatory requirements.

    Data Analysis and Reporting: Conduct qualitative and quantitative analyses using tools like Excel, Tableau, or Power BI to assess program performance, identify trends, and inform decision-making. Prepare reports, dashboards, and briefings for stakeholders.

    Governance and Compliance: Support the development and implementation of governance frameworks, policies, and procedures. Ensure adherence to federal regulations (e.g., FAR, DoD 5000) and agency-specific guidelines.

    Risk and Issue Management: Identify program risks and issues, develop mitigation strategies, and maintain risk registers. Support contingency planning and issue resolution to maintain program stability.

    Stakeholder Coordination: Facilitate communication between cross-functional teams, CORs, and external partners. Organize and document meetings, workshops, and status reviews to ensure transparency and alignment.

    Process Improvement: Identify opportunities for operational efficiency and implement process improvements using methodologies like Lean, Agile, or ITIL. Support business process reengineering and workflow optimization.

    Documentation and Deliverables: Develop and maintain program documentation, including Standard Operating Procedures (SOPs), Work Breakdown Structures (WBS), and Integrated Master Schedules (IMS). Ensure timely delivery of high-quality deliverables.

    Budget and Resource Support: Assist in budget tracking, cost analysis, and resource allocation to ensure alignment with program goals and financial constraints.

    Qualifications

    Education: Bachelor’s degree in Business Administration, Public Administration, Data Analytics, or related field. Master’s degree preferred but not required.

    Experience: Minimum of 3-5 years of experience supporting federal programs, preferably with agencies such as DoD, DHS, DOT, or HHS. Experience in IT, cybersecurity, or infrastructure programs is a plus.

    Certifications: ITIL Foundations, Lean Six Sigma, or similar certifications preferred. PMP or CAPM is a plus but not required.

    Technical Skills: Proficiency in MS Office (Excel, PowerPoint, Word), SharePoint, Tableau, or Power BI. Familiarity with Jira, ServiceNow, or acquisition tools (e.g., CPARS, TMT) is desirable.

    Soft Skills: Strong analytical, organizational, and communication skills. Ability to work collaboratively in cross-functional teams and present complex information clearly to diverse audiences.

    Clearance: Active Public Trust or Secret Clearance required.

    Preferred: Experience with CBP, DoD, or VA programs, and familiarity with Agile/Scrum or data analytics methodologies.
