Vector Talent Solutions is a veteran-owned workforce solutions firm dedicated to helping organizations identify, attract, and hire top talent. We are currently seeking a Program Controls – Document Controls Specialist for a client supporting Bonneville Power Administration (BPA) projects in Vancouver, WA.
The Program Controls – Document Controls Specialist will maintain the document management system and support project controls processes across active BPA projects. This role helps ensure project records are accurate, secure, accessible, and audit-ready while supporting cost tracking, schedule reporting, and change management. The specialist will work closely with program leadership, project managers, field teams, subcontractors, and BPA representatives.
Key Responsibilities
- Establish and maintain document control processes for BPA projects, including transmittals, drawings, specifications, RFIs, submittals, correspondence, and contract modifications.
- Manage document workflows to support timely review, approval, and distribution of project deliverables in accordance with BPA contract requirements.
- Maintain version control and ensure project records are properly indexed, stored, protected, and retrievable.
- Support cost tracking, budget monitoring, change order processing, and earned value reporting.
- Prepare cost and schedule status reports, variance analyses, and document status logs for internal leadership and BPA review.
- Coordinate with project managers, field teams, and subcontractors to collect and validate project data.
- Support project closeout documentation and lessons-learned processes.
Required Qualifications
- Bachelor’s degree in Construction Management, Business, Engineering, or a related field.
- Five or more years of experience in project controls, document controls, or program administration within construction, EPC, or federal contracting.
- Proficiency with document management systems and project controls tools such as Procore, SharePoint, Primavera P6, or similar platforms.
- Strong organizational skills, attention to detail, and communication skills.
- Thorough knowledge of federal document protection requirements, including the management of Controlled Unclassified Information (CUI).
Preferred Qualifications
- Experience supporting BPA, the Department of Energy, or other federal utility or energy programs.
- Familiarity with earned value management systems (EVMS) and federal cost reporting.
- Experience with electronic document management systems (EDMS) in a federal contracting environment.
- PMP, CAPM, or Certified Document Imaging Architect (CDIA+) certification.
Additional Information
Location: Vancouver, WA
Classification: Full-Time, Exempt
Travel: Approximately 15%, with occasional overnight travel
Supervisory responsibilities: None; this role coordinates with project teams, subcontractors, and BPA representatives.
