    Program/Management Analyst – U.S. Coast Guard Liaison Office (Pensacola, FL)

    About the Role

    Metrics is bidding an opportunity with the Coast Guard and is seeking a Program/Management Analyst to support the effort at Naval Air Station Pensacola. This position plays a critical role in managing Coast Guard Aviator Production Planning (CGAPP) as students progress through Navy and Air Force flight training pipelines. The Analyst will serve as the central coordinator between Coast Guard leadership, Navy/USAF training commands, and students — ensuring smooth operations, directive compliance, and mission-ready aviator throughput.

    Responsibilities

    • Support CGAPP planning and execution, coordinating with NASC, CNATRA, TRAWINGs, and AETC training commands.

    • Manage training databases ( TSHARP, NIPDR ) for data integrity, reporting, and trend analysis.

    • Oversee student control processes in line with CNATRAINST 1500.4L, maintaining accurate Aviation Training Jackets (ATJs).

    • Monitor student progress and provide mentorship/counseling support as needed.

    • Prepare evaluation inputs (OER/EER) and performance documentation for CGLO leadership.

    • Ensure compliance with Coast Guard and Navy directives ( COMDTINST 1500.10D, CNATRAINST 1500.4L ).

    • Coordinate with senior stakeholders, resolving issues that may impact student throughput.

    • Prepare progress reports, SOPs, and briefings for Coast Guard and training command leadership.

    Qualifications

    • Bachelor’s degree in a related field (e.g., Business, Public Administration, Education, Data Analytics, or similar).

    • 10+ years of professional program/management analysis or training oversight experience.

    • Demonstrated success in program evaluation, policy compliance, and interagency coordination.

    • Proficiency in SharePoint, Power Platform (Power Apps, Power BI, Power Automate), Tableau, and MS Office Suite.

    • Strong writing skills with experience drafting SOPs, training materials, and program reports.

    • Lean Six Sigma Green Belt or similar certification preferred.

    • Ability to work independently with minimal supervision in a fast-paced, multi-stakeholder environment.

    • Prior experience supporting DoD, VA, or Coast Guard programs strongly preferred.
