Essential Duties and Responsibilities
The Program Manager will act as the primary liaison between the contractor team and the leadership of the Irregular Warfare Center (IWC). They will be responsible for overseeing all program activities, ensuring that deliverables are met, and maintaining compliance with contract requirements. Additionally, the Program Manager will lead the development of strategic initiatives, manage risks, and ensure that all program objectives align with the IWC’s mission. This role will also involve direct engagement with high-level Department of Defense (DoD) officials, interagency partners, and international stakeholders to support the IWC's expansion in curriculum development, research coordination, and operational execution.
Lead team to coordinate and align department education curricula, standards, and objectives related to IW.
Facilitate the role of the DoD in supporting Interagency activities related to IW.
Engage and coordinate with the leadership of other Federal departments and agencies, as well as academia, nongovernmental organizations, civil society, and international partners, to discuss and coordinate efforts on security challenges in the Indo-Western Pacific region.
Lead DSCA efforts to serve as a coordinating body and central repository for IW resources, including educational activities, programs, and lessons learned across components of DoD.
Education
Master’s Degree in National Security, International Relations, or Business, or 20+ years of in-depth field experience in the irregular warfare community.
Project Management Professional certification.
Experience
Ten (10) years of Program Management experience leading and supervising multi—disciplined teams in support of US Government (USG) international programs.
Ten (10) years’ special operations experience at the tactical and operational levels, managing special operations.
Four (4) years’ experience in at least two of the following areas: personnel management; administration; logistics planning and management; program management; protocol; public affairs; or political-military affairs.
Required Knowledge, Skills, and Abilities
Demonstrated knowledge on Irregular Warfare, Gray zone activities, functional understanding of the policy process, and Washington, D.C. diplomatic and military organizations and cultures, and the ability to interact with senior foreign representatives.
Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
Able to design and write clear communications and present training programs.
Proficient in computer applications such as Windows, MS Office
Strong analytical and problem-solving skills
Excellent organizational, planning, and prioritization skills
Excellent interpersonal skills
Ability to be a self-starter and work collaboratively with others
Additional Information
Ability to obtain or have a security clearance
Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
Daily travel in the local area during the workday (including the use of a personal vehicle)
This position is contingent upon contract award.
