    Job Summary

    The Program Manager will serve as the key personnel responsible for the overall management, coordination, and successful execution of the OSS Legacy Systems Sustainment contract. This role ensures alignment with DISA’s objectives, compliance with contract requirements, and delivery of all required deliverables within the one-year base period plus two one-year option periods. The Program Manager will act as the primary point of contact with the Contracting Officer’s Representative (COR) and oversee a team of approximately 7.5 Full-Time Equivalents (FTEs) to sustain OSS components, including lab infrastructure, network services, database systems, satellite management tools, and firewalls.

    Responsibilities

    Develop, implement, and maintain a comprehensive management plan to provide planning, direction, coordination, and control for all contract requirements.

    Oversee the production and submission of deliverables, including regular status reports, quarterly reviews, administrative password listings, and transition-in/out plans.

    Ensure sufficient staffing and appropriately skilled personnel are employed, verifying and validating effort levels and deliverables across all tasks.

    Coordinate with the COR to address issues, risks, and roadblocks, providing immediate notification of pressing concerns via phone and email.

    Manage budget burn rate, expenditures, and personnel changes, reporting these in regular status updates and fiscal reviews.

    Ensure compliance with security requirements, including access to classified information, and coordination with the Information Systems Security Manager (ISSM).

    Facilitate transition activities post-award and prior to contract end, including inventory and return of government-furnished property.

    Maintain Non-Disclosure Agreements (NDAs) and submit regular NDA status reports.

    Qualifications

    Education: Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field (Master’s preferred).

    Experience: Minimum of 10 years of program management experience, with at least 5 years managing DoD or federal contracts involving network infrastructure, cybersecurity, or system sustainment. Experience with GSA STARS III contracts is highly desirable.

    Certifications: Project Management Professional (PMP) or equivalent, and DoD 8140-compliant certification (e.g., CISSP, CISM).

    Clearance: Active Top Secret clearance, with eligibility for access to Sensitive Compartmented Information (SCI) if required.

    Skills: Strong leadership, communication, and organizational skills; proficiency in MS Office, MS Project, and DISA network tools (e.g., Firefox, Chrome, Internet Explorer); knowledge of FAR, DFARS, and DISA security policies.

    Availability: Able to work core hours (9:00 AM–3:00 PM EST) and full support hours (8:30 AM–5:00 PM EST, Monday–Friday), with flexibility for contingency work.

    Security Requirements

    Must possess a favorably adjudicated Tier 5 investigation (SSBI) and be enrolled in Continuous Evaluation.

    Compliance with DISA security regulations, including entry/exit controls and periodic training.
