Position Overview: The Program Manager serves as the key personnel and primary point of contact for the Data System O&M contract, overseeing all project activities, stakeholder coordination, and vendor interactions to ensure successful delivery of services. This role leads project management, risk mitigation, and communication efforts, aligning with the agency’s mission to maintain a secure, accessible, and reliable data system.
Key Responsibilities:
Lead the project orientation meeting, preparing agendas and facilitating discussions with government personnel.
Oversee development of the transition plan, work plan, and memorandum, ensuring seamless handover from the outgoing contractor.
Manage weekly and monthly progress reports, meetings, and risk/issue trackers, delivering actionable insights to the COR.
Coordinate with stakeholders, ensuring clear, timely communication for system updates and security needs.
Oversee vendor interactions with Tyler Technologies, aligning technical requirements with agency objectives.
Supervise project closure and decommissioning, ensuring compliance with federal standards.
Maintain budget, schedule, and quality controls, mitigating risks and resolving issues promptly.
Qualifications:
Bachelor’s degree in computer science, information technology, or related field (Master’s preferred).
5+ years of experience in IT project management, including federal contracts.
Strong knowledge of IT systems, infrastructure, and software development lifecycles.
Proven skills in stakeholder management, risk mitigation, and technical/non-technical communication.
Experience with project management methodologies (e.g., PMI, Agile).
Ability to lead cross-functional teams and manage budgets effectively.
Certified Project Management Professional (PMP)
Certified ScrumMaster (CSM), SAFe, or PMI-Agile Certified Practitioner (PMI-ACP)
