Job Summary: The Program Manager serves as the primary point of contact for the Space Force contract, overseeing all contractor activities, ensuring compliance with task order requirements, and coordinating with the Contracting Officer’s Representative (COR). This role manages personnel, deliverables, and contract performance to support joint planning, COOP, and policy analysis while ensuring adherence to non-personal services protocols.
Responsibilities:
Coordinate with the COR to clarify task order requirements and resolve issues.
Supervise contractor personnel, ensuring timely, accurate, and quality deliverables (e.g., Monthly Status Reports, Trip Reports).
Ensure performance thresholds: no more than four technical errors per year (resolved within 10 days), no more than three late documents per year (maximum two days late).
Prevent inherently governmental tasks and report any perceived personal services issues to the Contracting Officer (CO) within 24 hours.
Manage personnel turnover, ensuring vacancies are filled within 14 days unless CO-approved.
Oversee preparation of coordination packages, track suspenses, and ensure compliance with joint planning, contingency planning, and COOP guidance.
Submit manpower reports via www.sam.gov as required.
Ensure all personnel comply with security requirements for handling classified material (COMSEC, SCI, SAP, NATO, CUI) and protect Personally Identifiable Information (PII).
Attend kick-off meetings and support transition phase-in/phase-out activities.
Qualifications:
Bachelor’s degree in management, business, or a related field (advanced degree preferred).
5+ years of program management experience in DoD or USSF environments.
Proven expertise in managing advisory and assistance contracts, preferably for strategic planning or policy support.
Strong understanding of joint planning, COOP, and DoD acquisition processes.
Excellent communication and leadership skills to coordinate with Government and contractor teams.
Familiarity with OASIS SB contract labor categories and FAR/DFARS regulations.
Completed DoD Antiterrorism (AT) Level I and Information Assurance Awareness (IAA) Cyber Awareness training.
Security Requirements:
Active TS/SCI clearance; SAP eligibility preferred.
U.S. citizenship required.
Compliance with DD Form 254 for handling classified material and safeguarding CUI/PII.
