SILTT is in search of a highly experienced and results-driven Program Manager to lead and oversee a complex, multi-faceted Owner’s Representative (OR) services program supporting our client’s strategic organizational goals. Acting as the primary advocate for the Owner at the highest level, you will ensure alignment between stakeholders, project teams, and all client members to deliver projects on time, within scope, and on budget. This role requires an exceptional ability to manage and mentor project teams while driving high-level strategies across multiple concurrent initiatives. In addition, a strong ability to influence and communicate at all levels of the organization is essential, as-well-as a deep understanding of the contract solicitation and construction processes from beginning to end. A CALL TO ACTION:
SILTT has an exciting opportunity for an experienced leader to take the reins of our Owner’s Representative Services Program for a large facilities construction portfolio. This role will take lead in maintaining and further developing a comprehensive Program Management Plan that covers all areas of project management, construction management, supply chain planning, security, engineering, and operations planning services. In addition to being the primary interface to the client’s senior management, the ideal candidate is someone who can also cultivate and lead SILTT’s internal program team of upwards 40-50 people from planning, hiring, training, indoctrinating, and project execution.
KEY RESPONSIBILITIES:
Serve as the Program Manager across all Project Managers and CMs, ensuring alignment of program objectives with organizational goals.
Establish and maintain governance structures, define program objectives, and provide strategic direction to project managers and cross-functional teams.
Monitor and manage program-level interdependencies and risks to ensure successful delivery.
Act as the key interface between executive leadership, clients, and all program stakeholders.
Facilitate clear communication and collaboration to align goals and expectations.
Conduct regular stakeholder updates, including progress reports, financial performance, and risk mitigation strategies.
Develop comprehensive program plans integrating multiple project timelines, resources, and budgets.
Oversee resource allocation and ensure effective execution across all projects.
Drive adherence to industry best practices in program and project management methodologies.
Establish and manage program budgets, ensuring cost control and financial accountability.
Review and approve expenditures, invoices, and change orders.
Conduct financial forecasting and reporting to ensure transparency and accountability.
Identify and mitigate program-level risks proactively to avoid delays and budget overruns.
Develop contingency plans to address challenges and minimize their impact on program objectives.
Resolve escalated issues efficiently to maintain program momentum.
Implement metrics and KPIs to monitor program performance and ensure continuous improvement.
Conduct regular audits and quality assurance checks to maintain high standards.
Drive accountability and foster a results-driven culture within the program team.
Mentor and coach project managers, fostering professional growth and alignment with program goals.
Lead recruitment efforts for program-related roles and ensure effective onboarding.
Promote a positive, inclusive, and high-performing team environment.
BASIC QUALIFICATIONS:
Bachelor’s degree in Business Management, Construction Management, Engineering, or a related field; Master’s degree preferred
Minimum of 25 years of program management experience, with a focus on large-scale, complex construction projects in commercial, industrial, or infrastructure sectors
Expertise in Owner's Representative services in the fields of Design and Construction,
including stakeholder alignment and advocacy - experience in Construction
Management Agency services preferred
Proven ability to manage multi-project programs on time, within scope, and within budget
DESIRED QUALIFICATIONS:
PMP, PgMP, or other relevant certifications - CDT or CCCA Certification preferred
Proficiency in Autodesk Construction Cloud, Procore, Primavera, or similar construction management tools
Strong understanding of design and construction contracts, building codes, permitting, and safety regulations
Background in supply chain management - procurement, supplier quality, planning, and/or logistics
Experience in leading facility operations and maintenance programs
Strong experience conducting Owner’s Representative services internationally
Financial acumen with a history of managing multimillion-dollar budgets

ABILITY TO WORK REMOTE:
