Overview: T12 Technologies is seeking to fill two Program Operations Manager/Team Lead positions to support a U.S. Government foreign assistance program in Ukraine. The Primary position will serve as the lead interface with U.S. Government stakeholders and hold delegated authority for operational decision-making, program performance, reporting, and compliance. The Alternate position will support operational continuity, in-country coordination, field activities, and mission execution to ensure seamless program operations. Together, both positions are responsible for delivery in a dynamic, high-risk environment. Key Responsibilities (Both Positions) · Direct and coordinate daily program operations and field activities across dispersed locations

    · Oversee compliance, monitoring, quality assurance, and performance tracking activities

    · Support data collection, documentation, and reporting in line with U.S. Government requirements

    · Coordinate logistics, inspection activities, and field travel to mission sites

    · Manage schedules, resources, and operational workflows

    · Maintain awareness of security, regulatory, and operational environments

    · Ensure program continuity during delegation or staff absences

    · Engage cross-functional teams, including program, field, logistics, and compliance personnel

    Primary Team Lead · Serves as the principal point of contact with U.S. Government stakeholders, including U.S. Embassy, DoS, and INL

    · Holds delegated authority to act on behalf of the contractor for operational decisions

    · Oversees budgeting, cost-reimbursable travel, resource planning, and reporting deliverables

    · Leads incident, monthly, and annual reporting cycles

    · Implements security and risk mitigation protocols in conflict-affected environments

    · Must be able to obtain and maintain a U.S. Government security clearance (eligibility required)

    Alternate Team Lead

    · Facilitates coordination with government, institutional, and host-nation stakeholders in Ukraine

    · Supports field mission planning, logistics, and travel coordination

    · Assists with data collection, evaluation, and monitoring activities related to End-Use Monitoring (EUM)

    · Maintains situational and regulatory awareness relevant to in-country operations

    · Provides operational continuity in the absence or delegation of the Primary Team Lead

    · Must be legally authorized to work in Ukraine and meet local background vetting requirements

    Required Qualifications — Education

    (Both Positions)

    · Bachelor’s degree in International Relations, Security Studies, Public Administration, Project Management, Law Enforcement, or related discipline.

    Required Qualifications — Experience

    Primary (U.S.-Based Experience Emphasis)

    · Minimum seven (7) years of program or project management experience

    · Minimum five (5) years managing teams in austere, conflict, or post-conflict environments

    · Experience supporting U.S. Government or international donor-funded programs

    · Experience coordinating with U.S. Embassies, DoS, INL, or similar entities preferred

    Alternate

    · Minimum five (5) years in operational coordination, defense/security cooperation, humanitarian, or donor-funded programs

    · Experience coordinating with government or institutional organizations in Ukraine preferred

    · Experience supporting conflict or post-conflict operations preferred

    Technical Competencies (Both Positions)

    · Experience with End-Use Monitoring (EUM), asset tracking, or donor compliance

    · Experience producing reporting deliverables for government or donor entities

    · Familiarity with monitoring and evaluation methodologies

    · Proficiency with Microsoft 365 tools and structured data/reporting systems

    Language Requirements

    · Primary Position: English required; Ukrainian or Russian desirable

    · Alternate Position: Ukrainian (fluent) required; English (professional proficiency) required; Russian desirable

    Preferred Qualifications

    · PMP or equivalent professional certification

    · Experience supporting U.S. Government, NATO, EU, or donor-funded programs

    · Experience managing geographically dispersed operational teams
