Technical Source is partnering with a leading global biopharmaceutical manufacturer on a high-visibility, multi-year biologics capital program in Eastern North Carolina. We are seeking a seasoned Senior Project Controls / Cost Controls professional to play a critical role in ensuring cost transparency, forecast accuracy, and executive-level decision support across a complex, fast-moving project environment.
This is a hands-on, embedded leadership role within the project controls organization, offering direct exposure to senior stakeholders and the opportunity to influence cost strategy on a program that will be a cornerstone facility within the client’s global network.

You’ll Be Responsible For:
Drive the preparation and delivery of accurate, executive-ready cost reporting, including:
Monthly cost performance reports
Executive Summary Reports (ESRs)
Cash flow forecasting and trend analysis
Serve as a key partner to construction and project leadership in validating cost performance against physical progress in the field
Own reconciliation of commitments, actuals, and forecasts across multiple cost categories and business entities
Support cost risk identification, exposure tracking, and mitigation strategy development
Rapidly assimilate into the client’s established cost framework, tools, and reporting cadence
Provide clear, defensible insight that supports capital governance and leadership decision-making
Operate within a large, matrixed project team supporting a fast-tracked, execution-driven program
Requirements:
15+ years of Project Controls / Cost Controls experience on large capital projects
Experience supporting regulated life sciences, biotech, pharmaceutical, or similar complex manufacturing builds
Demonstrated experience on $100M+ capital programs
Advanced proficiency in Excel and complex cost models
Experience with cost platforms such as SAP, EcoSys, or similar enterprise systems
Proven ability to:
Perform forecasting, variance analysis, and cost segregation
Reconcile reported costs with field progress
Validate contractor invoices and commitments
Strong stakeholder communication skills and executive presence
Ability to ramp quickly in established program structures
