    Job Description

    Position Purpose:

    The Project Engineer is responsible for coordinating all technical and operational activities on assigned projects.

    • Technical activities include planning, scheduling, and conducting assigned engineering work and monitoring work of Veolia tradesmen and external contractors for compliance to applicable codes, accepted engineering practices, and company standards.
    • Operational activities include liaising with production management with regards to equipment availability including scheduled downtime, directing the tasks of cleaning staff & plant operators, ensuring labour & materials are available for commissioning and facilitating staff training

    On all assigned projects, the incumbent is required to effectively communicate and coordinate between all disciplines and all other project participants and key stakeholders to achieve project KPIs. KPIs include completing projects safety, on schedule, on budget and with quality and integrity. The Project Engineer reports to the Maintenance/Project Manager, who has ultimate responsibility for both the quality of Veolia’s deliverable and effective execution of project assignments.

    This position operates within a COR certified plant environment (which is a requirement of our Contract) and is required to comply with all regulatory requirements including the Client’s operating approval with Alberta Environment. The facility currently produces 800 tonnes per day and operates on a 24/7 basis.

    Primary Duties/Responsibilities:

    • Understands and promotes the Company’s, the Division’s, and the Plant’s mission statement, values, and strategic goals.
    • Proactively promotes through example, a safe work ethic, attitude, and workplace. Monitors workers compliance with all safety policies, standards, and procedures to achieve a safe work environment and safety for all staff, contractors and visitors as well as the Company’s, Client’s and Regulatory Agencies’ safe work objectives and requirements.
    • Proactively models and maintains effective working relationships and communications with peers, management, staff of other company departments and client representatives. Models effective conflict resolution skills and effectively resolves any conflicts in a timely manner to achieve positive and healthy working relationships and workplace environment.
    • Promotes a quality first work ethic and attitude to provide a product that is manufactured of the highest standard achievable.
    • Understands, complies with, and is accountable for adherence to COR quality standards in all activities.
    • Operates company owned, leased or rented vehicles and/or mobile equipment. Incumbent is required to perform Safety Sensitive duties and responsibilities.
    • Prepares Project engineering schedules and forecasts.
    • Plans, schedules, conducts and coordinates the technical, operational and management aspects of projects.
    • Coordinates and verifies engineering deliverables are on target. Accountable for the successful completion of all assigned engineering projects.
    • Continually monitors and verifies that all assigned personnel/sub-contractors are coordinating their activities with other project participants, and that the requirements of the Contract are being satisfied. Resolves any project issues expediently and effectively.
    • Maintains extensive regular contact with assigned project Clients to achieve project KPIs. Maintains open communications with all key stakeholders.
    • Participates in Client/contractor meetings and resolves any Client/engineering and management project issues expediently and effectively.
    • Expected to have sufficient technical knowledge and awareness of details to be able to recognize when technical problems are developing in the various disciplines, and to initiate appropriate corrective actions.
    • Prepares weekly and monthly project status reports and change orders.
    • Assists in the preparation of engineering project proposals.
    • Proposes, plans and executes Plant maintenance overhaul programs and capital upgrades to continually improve long-term viability of the facility.
    • Manages and reduces long-term maintenance costs and improves efficiency to produce high quality products, outputs and deliverables to the client.
    • Develops strategies and facility management systems (ie MP2) for the maintenance, upgrading and renewal of the facility.
    • Identifies opportunities for equipment and system improvements and proposes supported changes and upgrades to the Maintenance/Project Manager.
    • Supervises, directs, and motivates staff, contractors, and consultants to deliver project on schedule and on budget.
    • Understands root causes of engineering issues, sources engineering expertise and proposes solutions that provide lasting economic benefits.
    • Leads or directs comprehensive failure analysis and evaluations and provides the engineering component to all projects undertaken at the facility.
    • Manages the safety program within the department by following all Veolia Waste Services policies and being a strong advocate of safety within the facility.
    • Undertakes all projects including Capital Upgrade Projects (CUP's) and Major Preventative Maintenance Projects (MPMP's) and ensures all work is in compliance with applicable codes, company policies and contractual requirements.
    • Performs contract management including subcontracting, progress and payment authorizations, legal requirements, lien legislation, Occupational Health Act, etc.
    • Coordinates projects with maintenance, operating and process staff and the City of Edmonton engineering department to ensure least production losses and process and quality disruption.
    • Prepares budgets and monitors costs as well as participates with other Managers in the development of Plant and management budgets.
    • Ensures the proper, safe and correct use of all equipment, tools and assets by following manufacturer's manuals, recommendations or other instructions.
    • Provides support to other departments and performs additional duties as required.
    • Financial Management : * Monitors project budget and tracks trends. Takes corrective action as necessary to achieve project completion on budget. * Reviews and approves project Client invoices. * Engages in fiscal planning.
    • Budget : * The incumbent in this position is responsible for developing project budgets, and once they are approved, for effectively monitoring costs to achieve project completion within budget.
    • Staff :
    • * The incumbent in this position has no direct responsibility for any employees; however, is required to work collaboratively provide guidance and coaching to all other employees assigned to work on projects.
      
    • Internal :
    • * Provides project status and issues to Management Team.
      
      • Collaborates/consults with other Departments such as Finance, Human Resources, as required for effective day-to-day project work as well as unusual circumstances outside of established practices and policies.
      • Attends meetings as required, including regular meetings such as daily, weekly and Monthly HS & Environment.
    • External : * Discusses project issues with City of Edmonton appointed Engineer on a continual basis and makes formal presentation during scheduled Monthly Meetings. * Discusses project plans and proposals with Contractor & Vendor representatives in the formulation of costs and during the execution of contract works.

    Work Environment:

    • Regular trips into production plant and laboratory; may be exposed to noise, fumes, odours, and chemicals.
    • Subject to extreme heat and cold.
    • Required to wear half-mask respirator at all times.
    • Travel is required for company meetings and training programs, including to United States.

    Qualifications

    • Bachelor’s degree in Construction Management, Science, or Engineering

    Additional Qualifications

    • 1-5 years experience preferred
    • Computer skills with Microsoft Office suite experience
    • Capable of learning new computer programs for project management and reporting
    • Experience with mobile devices and VDC apps a plus

    Additional Information

    The pay range for a candidate selected for this position who is based in San Diego is typically $67,428 - $107,885 annually. The base salary range represents the low and high end of the salary range for this position. The selected candidate’s actual pay will be based on various factors, including but not limited to work location, qualifications, and relevant experience. In addition, CRB offers a total rewards package that includes comprehensive insurance coverage as well as the opportunity to participate in one or more annual incentive programs based on company and individual performance.
