    Job Description

    KPFF Special Projects is seeking a senior-level Project Engineer or Project Manager to serve as an Owner’s Representative on a $1B export facility EPCM project in Washington State. This is a high-impact leadership role requiring deep expertise in Engineering, Procurement, and Construction Management (EPCM) delivery.

    You will work with an engineering team as the owner’s advocate, ensuring alignment of design, procurement, and construction activities with project objectives, budget, and schedule. This position offers the opportunity to influence strategic decisions, manage risk, and deliver a world-class industrial facility.

    What You’ll Be Doing:

    • Represent the owner’s interests across all phases: planning, design, procurement, construction, and commissioning.
    • Oversee EPCM contractor performance, ensuring compliance with scope, schedule, and budget.
    • Lead coordination among architects, engineers, contractors, and stakeholders.
    • Manage risk, change orders, and cost control strategies.
    • Conduct constructability reviews and monitor quality assurance.
    • Prepare progress reports and facilitate decision-making meetings.
    • Support strategic procurement and contract negotiations.
    • Track project progress and performance metrics using Primavera P6 schedules and other tools.
    • Work as part of a large team of engineers, construction managers, and technical experts performing technical reviews.
    • Support a team that has completed preliminary design, site selection, and EPCM firm engagement.
    • Delegate tasks effectively and manage project coordinators who will support you.
    • Meet with the owner daily to provide updates and strategic guidance.
    • Be prepared to relocate to the project site during construction if required.
  • Qualifications

    Qualifications

    • 15+ years of experience in large-scale industrial or infrastructure projects.
    • Proven track record in EPCM project delivery.
    • Professional Engineer (PE) or Project Management Professional (PMP) license required.
    • Strong knowledge of construction contracts, scheduling, and risk management.
    • Highly organized with demonstrated ability to manage complex schedules and reporting systems.
    • Familiarity with rail systems, material handling, and port infrastructure.
    • Exceptional leadership, communication, and negotiation skills.
    • Ability to travel for site visits and manage complex stakeholder relationships.

    Preferred Experience

    • Previous Owner’s Representative or client-side project management experience.
    • Familiarity with export facility or heavy industrial projects.

    Compensation:

    The total compensation for this role is competitive and will be determined based on the candidate's experience, education, and skills. The expected total compensation range for a qualified candidate is $150,000 - $250,000 including performance-based bonuses to recognize and reward outstanding contributions in each Reporting Center.
