Project Manager – Fiber Optic Networks Remote (Washington State-based) WBE Technologies Renton, WA

Position Overview The Project Manager role will lead the planning, execution, and delivery of broadband and telecommunications infrastructure projects across Washington State and the Pacific Northwest. This role requires deep expertise in fiber and broadband deployment, strong knowledge of state and federal grant programs, and proven experience managing complex construction and infrastructure projects. The PM will ensure projects are completed on schedule, within budget, and in full compliance with all applicable laws, grant requirements, and reporting guidelines.
Key Responsibilities
· Lead end-to-end project lifecycle activities, including project planning, scoping, scheduling, risk management, quality control, and stakeholder communication.
· Develop and maintain detailed project plans, Gantt charts, and timelines, ensuring all milestones are met and schedules are adhered to.
· Facilitate coordination among engineering, construction, permitting, procurement, legal, and finance teams.
· Lead the development, issuance, and evaluation of Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) for contractors, vendors, consultants, and construction partners.
· Help with RFP and RFQ responses on WBE Technologies behalf, coordinating with WBE team members and sub-contractors.
· Conduct bid reviews, scoring, and vendor selection processes in accordance with grant and regulatory guidelines.
· Negotiate contract scopes, deliverables, and schedules.
· Create, manage, and track project budgets, ensuring financial alignment with grant-approved allocations and timelines.
· Review vendor invoices for accuracy, contract compliance, and alignment with percent-complete milestones.
· Coordinate with finance teams to ensure accurate accounting, coding, and reimbursement submissions.
Qualifications Required:
· Minimum of 5 years of project management experience.
· Background in broadband/telecommunications fields, with specific experience in fiber optic network design, permitting, and construction management.
· Strong working knowledge of the Microsoft Office Suite (Excel, Word, Outlook, etc.).
· Ability to work independently in a remote environment while collaborating effectively with distributed teams.
· Authorized to work in the United States (this position is remote but based in Washington State).
Preferred:
· Experience managing fiber network builds – both brown and greenfield.
· Familiarity with fiber optic infrastructure concepts (e.g., FTTH, OSP design, splice matrices).
· Experience with public bid and procurement processes.
· Bachelor's degree in Geography, GIS, Cartography, Engineering, or a related field.
· Project Management Certificate.
