Job Summary: The Senior Project Manager serves as the primary point of contact, overseeing all aspects of the Recreational Boat Safety Database, website maintenance, and outreach support contract. This key personnel role ensures timely delivery of all project requirements, including database management, website integration, and boating safety outreach, while maintaining compliance with federal regulations and standards.

Responsibilities:

Act as the single point of contact for contract-related communications.

Develop and submit a draft and final Project Plan, incorporating feedback within 5 days, outlining milestones, staffing, and timelines.

Oversee maintenance of the Recreational Boat Safety Database, updates to public-facing websites, and production of outreach materials.

Ensure compliance with accessibility standards and data security protocols for Sensitive but Unclassified information.

Respond to technical inquiries or issues within 2 hours during core business hours (0800-1700 ET, Monday through Friday, excluding federal holidays).

Coordinate personnel assignments, ensuring qualified staff meet project requirements.

Manage replacement of key personnel with prior approval, ensuring substitutes meet or exceed qualifications.

Ensure all deliverables (e.g., bi-monthly database copies, training videos, website integration) are completed on schedule.

Qualifications:

Bachelor’s degree in project management, business administration, or a related field (advanced degree preferred).

Minimum 7 years of experience managing government contracts.

Proven expertise in overseeing database, web development, and outreach projects.

Strong communication skills, proficient in reading, writing, speaking, and understanding English.

Knowledge of federal regulations, including boating safety and accessibility standards.

Ability to manage conflicts of interest and ensure compliance with conduct standards.

Work Schedule: Available via telephone 0800-1700 ET, Monday through Friday, with a designated alternate for absences.
