    Description: Join Cooper Tacia General Contracting, a trailblazer in commercial and industrial construction. We are seeking an experienced Project Manager – Heavy Civil & Marine Construction to support and help grow our Civil & Marine Division. This role is responsible for managing civil and infrastructure projects from preconstruction through closeout, ensuring projects are delivered safely, on time, within budget, and in compliance with all applicable requirements.

    The Project Manager will oversee projects that may include site development, earthwork, utilities, stormwater systems, roadway improvements, and supporting civil infrastructure. This position serves as the primary point of contact for owners, design teams, municipalities, and subcontractors, and plays a key role in driving successful project outcomes and client relationships.

    Main office in the Eastern United States is in Raleigh, NC. Projects tend to be in the southeast and mid-Atlantic regions and can range from Texas to Virginia.

    Responsibilities:

    · Takes charge of all phases of civil engineering projects from preconstruction through substantial completion, including site development, grading, utilities, stormwater management, roadway improvements, and related infrastructure work.

    · Manages project budgets meticulously, tracking all expenditures and making necessary adjustments to avoid overruns. Drive cost-effective construction practices while ensuring that safety, quality, and performance standards are never compromised.

    · Reviews project proposal/plan/estimate to determine and coordinate time frames, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.

    · Leads subcontractor procurement and administration, including scope development, contract negotiation, enforcement of contract terms, submittal review, and payment processing.

    · Responsible for the timely completion of the work by utilizing a CPM and WPS baseline schedule and monthly schedule updates that are submitted and approved by the client.

    · Effectively communicates contract changes, entitlement arguments and time/cost impact analysis. Responsible for all contract negotiations with the client and vendors. Conducts negotiations in good faith based on fairness, cooperation and standard of business ethics.

    · Responsible for the financial success of the project. Ensures financial progress is tracked accurately and that labor, cost and forecast reports are completed weekly/monthly.

    · Serves as the primary liaison between owners (from federal agencies down to municipalities and private clients including commercial developers and utility companies), engineers, inspectors, and subcontractors to facilitate continuous, effective project-level communication.

    · Ensures compliance with safety standards, local and state regulations, all applicable permits, and project quality control procedures.

    · Always stays hovering at 10,000 feet to identify potential project risks related to site conditions, utilities, permitting, weather, and logistics, before they impact the project and lead the development and implementation of mitigation strategies to minimize impact.

    · Coordinates closely with Superintendents to ensure alignment between field operations and project management objectives.

    · Leads APMs and project engineers to develop project-specific QC and reporting workflows.

    · Works as member of the estimating team during the project procurement phase.

    Requirements:

    · Bachelor’s Degree Required: Civil Engineering, Construction Management, Engineering, or a related field.

    · Minimum of 6 years of experience in project management or civil construction, with demonstrated experience managing civil or infrastructure projects.

    · Strong knowledge of civil construction methods, sequencing, and means and methods.

    · Proficiency in construction management software such as Procore, Microsoft Project, and Bluebeam; familiarity with AutoCAD and civil/site drawings preferred.

    · Proficiency in professional software such as MS Office, especially Word and Excel.

    · Proven ability to manage multiple stakeholders, lead project teams, and deliver complex projects successfully.

    · Strong financial acumen, including budgeting, forecasting, and cost control.

    · Excellent professional and technical written and verbal communication skills.

    · Strong problem-solving skills with the ability to make sound decisions in a fast-paced environment.

    Employment Type: Full-Time Salary: $100K-130K Per Year total compensation package (base salary + bonus package) Benefits:
