Project Manager – Workforce Requirements Analyst
Location: New Orleans or Remote Clearance Required: Secret Anticipated Start Date: June 2025
Overview: Cornerstone is seeking an experienced Project Manager to lead the execution of workforce requirements analyses (WRAs) in direct support of the U.S. Coast Guard’s Workforce Requirements Determination (WRD) Division under the CG-DCMS-DPR-24 program. The Project Manager will oversee all phases of manpower study delivery, including planning, coordination, execution, and final reporting.
In this role, the Project Manager will oversee two multidisciplinary analyst teams, maintain project timelines, and ensure compliance with WRD methodology, doctrine, and deliverable standards. The PM will engage directly with Coast Guard stakeholders to manage expectations, mitigate risks, and maintain schedule alignment.
This role will support workforce and workload assessments through the full lifecycle of WRAs. The selected candidate will oversee data collection planning, operational assessments, on-site interviews, and the development of workforce models and manpower optimization recommendations aligned with Coast Guard standards.
Candidates with prior experience supporting the Coast Guard—especially the Office of Human Resources Strategy and Capability Development (CG-DPR) or the WRD Division (CG-DCMS-DPR-24)—will be strongly preferred. This opportunity offers a chance to lead meaningful, mission-aligned analysis in support of Coast Guard modernization efforts.
Personnel will support the U.S. Coast Guard WRD Division by providing analytical and administrative expertise necessary to conduct WRAs. These efforts will identify the optimal number, type, skill, and mix of personnel required to meet mission objectives and align policy with operational needs. Team members will contribute to manpower studies that inform CG-wide workforce planning and human resource decision-making processes. Responsibilities will vary by task order and may range from direct administrative support to full lifecycle execution of WRAs—from Phase 1 initiation through final documentation. Some efforts may involve updating prior analyses, initiating new studies, or focusing on discrete phases of ongoing assessments. Assigned personnel must be prepared to travel to Coast Guard locations as required to collect data, coordinate with stakeholders, and support study execution aligned with USCG methodology and doctrine.
Key Responsibilities:
Lead planning, execution, and close-out of manpower studies in accordance with CG WRD Program Manual.
Develop detailed project plans, schedules, and resource allocations.
Serve as the primary point of contact with the Coast Guard COR and Contracting Officer.
Manage deliverable submissions, quality control, and milestone tracking.
Facilitate risk management, issue resolution, and stakeholder engagement.
As needed the PM will integrate into the travel teams to support as needed.
Travel to various Coast Guard locations is required.
Qualifications:
Bachelor’s degree in a relevant field (e.g., Business, Organizational Management, Public Administration).
5+ years of project management experience in workforce analysis, manpower studies, or related analytics.
Strong leadership, organizational, and communication skills.
Secret Clearance required.
