Position Overview: The Project Manager is the primary coordinator for the DoD mobile app project, ensuring the commercial off-the-shelf (COTS) mobile app is delivered within a tight timeline and maintained throughout the 12-month Base Period. This key personnel role manages communication with the Government Point of Contact, oversees compliance with federal contract regulations, documents updates, manages content for the web-based system, and conducts quality assurance (QA) testing to ensure functionality and uptime. It is critical for project success and technical acceptability.
Key Responsibilities:
Project Management: Lead the team to deliver the app within the required timeline, coordinating development, cybersecurity, training, and design tasks. Manage schedules for Base and Option Periods.
Government Coordination: Liaise with the Government POC, providing updates and resolving issues via virtual platforms.
Compliance Oversight: Ensure adherence to federal contract regulations, including cybersecurity and data protection standards (e.g., NIST SP 800-171).
Documentation: Document updates to the app’s architecture, content systems, and external website links in a master list.
Content Management: Configure the web-based content management system to enable rapid updates and verify external website links.
Quality Assurance Testing: Test the app for functionality, high uptime, and compliance with iOS/Android updates, ensuring features like FAQs, surveys, and galleries work as specified.
Risk Management: Mitigate risks (e.g., app store approval delays) to ensure project success.
Team Supervision: Oversee the Lead Mobile App Developer, Mobile Developer, and UX/UI Designer, ensuring task alignment.
Qualifications:
Education: Bachelor’s degree in Project Management, Business Administration, Information Technology, or related field (or equivalent experience).
Experience:
5+ years managing IT/software projects, preferably for DoD or federal clients.
Proven success delivering projects within tight timelines.
2+ years configuring content management systems (e.g., WordPress, no-code CMS).
2+ years conducting QA testing for software or mobile apps.
Experience with DoD compliance (e.g., cybersecurity, data protection standards)'
Familiarity with technical documentation for software projects.
Skills:
Strong leadership and organizational skills for remote team management.
Excellent communication for Government liaison.
Proficiency in project management tools (e.g., MS Project, Jira), content management platforms, and QA testing methodologies.
Risk management and problem-solving expertise.
U.S. citizenship preferred to meet potential DoD personnel security requirements.
Certifications (Preferred): PMP (Project Management Professional), Agile/Scrum certification, or DoD cybersecurity training (e.g., Security+).
