    Position Overview

    The City of Phoenix is seeking a Right-of-Way (ROW) Project Manager to oversee right-of-way acquisition, easement coordination, contractor management, and construction activities for municipal water, wastewater, utility, and pipeline infrastructure projects. The selected candidate will manage Capital Improvement Projects (CIP) from planning and design through construction and project closeout while coordinating with engineering teams, contractors, consultants, property owners, and city stakeholders.

    Required Skills

    Bachelor's degree in Civil Engineering, Urban Planning, or a related field

    3–5+ years of experience managing Right-of-Way (ROW), utility, pipeline, water, wastewater, transportation, or municipal infrastructure projects

    Project management experience overseeing infrastructure or utility projects

    Experience managing internal and external project teams

    Strong knowledge of construction coordination, utility infrastructure, and contractor management

    Excellent communication and stakeholder coordination skills

    Preferred Skills

    Professional Engineer (PE) Certification

    Experience with municipal Capital Improvement Projects (CIP)

    Experience with easement acquisition and utility corridor planning

    Key Responsibilities

    Manage Right-of-Way (ROW) and easement acquisition activities for municipal infrastructure projects.

    Coordinate pipeline, water, wastewater, and utility construction projects from design through completion.

    Oversee contractor performance, project schedules, budgets, and payment approvals.

    Coordinate permitting, utility corridor planning, traffic control, and signage implementation.

    Serve as the primary liaison between engineering teams, consultants, contractors, utility providers, property owners, and city stakeholders.

    Monitor project progress, resolve issues, and ensure successful project delivery.

    Support construction management and project closeout activities. .
