    Overview:

    T12 Technologies is seeking a highly skilled and experienced Full-Time Project Manager (Technical) to lead the implementation of a new Laboratory Information Management System. The Project Manager will oversee day-to-day operations, collaborate closely with client stakeholders and the selected system vendor, and drive process analysis and redesign, organizational change management, and document management. The goal is to ensure a successful deployment that is on scope, on schedule, and within budget.

    Key Responsibilities:

    · Own project delivery: Plan and manage scope, schedule, budget, quality, and resources; maintain the integrated project plan and critical path; track milestones and acceptance criteria.

    · Risk & issue leadership: Identify, analyze, and mitigate risks, issues, and dependencies; maintain RAID and decision logs; escalate proactively with options and recommendations.

    · Primary liaison: Serve as facilitator between the Forensic Science Division and the LIMS vendor to align requirements, resolve blockers, and assure contract scope adherence.

    · Process analysis & redesign: Lead current-state assessments, process mapping, and future-state design to streamline lab workflows and improve efficiency without sacrificing performance.

    · Change management: Plan and execute organizational and functional change activities (communications, training, stakeholder engagement, readiness assessments).

    · Testing & acceptance: Coordinate SIT/UAT planning and execution, data migration validation, and defect triage; define and manage acceptance criteria and cutover checklists.

    · Documentation & training: Create/update system documentation, SOPs, and user guides; ensure knowledge transfer and sustainment materials are complete and accessible.

    · Reporting & governance: Deliver clear, timely status reports (schedule, budget, risks, decisions) and present updates to executives/steering committees, including mitigation plans when variances occur.

    · Compliance & culture: Operate effectively within a public-safety/paramilitary chain-of-command environment; ensure adherence to client security, privacy, and records policies.

    Qualifications

    · Education: Bachelor’s degree in engineering, Computer Science, Information Systems, Business, or a related field from an accredited institution.

    · Experience: 5+ years of professional project management experience. 5+ years leading IT-related projects, including a leadership role in at least three (3) successful projects delivered on time and on budget. Experience working with or within Maryland state or local government is preferred.

    · Certifications: PMP or equivalent project management certification preferred; master’s degree a plus.

    Skills and Competencies:

    · Exceptional written and verbal communication; stakeholder management; vendor and contract coordination; structured problem-solving; facilitation; executive briefing.

    Preferred Qualifications

    · Familiarity with Maryland DoIT SDLC and public-sector procurement.

    · Change-management training/certification (e.g., Prosci/ADKAR) and/or Agile exposure (Scrum/SAFe).

    · Tools proficiency: Microsoft Project or Smartsheet, Jira/Confluence, SharePoint, Visio, advanced Excel/PowerPoint.
