    Job Summary

    PPL is excited to partner with Hennepin County to implement “ Raise the Baseline ,” a direct cash transfer/Guaranteed Basic Income pilot for families affected by the COVID-19 pandemic and receiving certain public benefits. Hennepin County contracted PPL to provide voluntary access to PPL career readiness programs and financial coaching services.

    In this role, you will serve as a navigator who will provide outreach to the approximately 200 families enrolled in the program. The person in this role will receive training on PPL programs so that they can competently explain the offerings. If a family wishes to participate in a program or programs, the person in this role will then provide a warm introduction to the Enrollment and Outreach Team or appropriate program staff to get where participants can apply to the program(s) of interest. This role may also assist in the enrollment process as needed.

    We seek an Independent Contractor with a friendly and empathetic demeanor, passionate about connecting community members to resources and interested in building a short-term pilot project. This role may work up to 20 hours a week for the first four months, depending on the volume of interest, and then between 5-10 hours for the remaining duration of the project, up to 5 months , with the possibility of an extension.

    Duties and responsibilities include :

    • Learn about PPL job training, financial coaching, budget counseling, and homeownership programs.
    • Build relationships with PPL’s program staff, Enrollment & Outreach Team, and the Systems Reporting Specialist.
    • Work with the PPL Systems Reporting Specialist staff on tracking and reporting.
    • Work with PPL staff to solidify an outreach plan.
    • Provide initial outreach to enrolled families to offer programming
    • Follow up with families with collateral (email and mailed hard copies) describing voluntary offerings.
    • Connect interest participants with relevant PPL staff and/or the Enrollment & Outreach Team.
    • Provide excellent customer service in person, online, and over the phone.
    • Effectively handle situations requiring tact, judgment, and poise by providing excellent customer service skills.
    • Collect and enter data promptly, thoroughly, and accurately.

    o Understand the calendar of offerings

    o Understand requirements for enrollment

    • Follow a monthly follow-up schedule for families who previously declined.
    • Availability to periodically work some evenings and weekends, based on participant availability, and attend meetings with program manager and staff as needed.

    Minimum Requirements

    • Strong customer service and verbal and written communication skills

    • Experience working with and understanding low-income communities and diverse populations.

    • Strong knowledge of community programs and resources

    • Excellent multitasking prioritization skills and attention to detail

    • Comfortable presenting to large groups

    • Effective and professional communication with program participants, co-workers, and external partners.

    • Reliable transportation or valid driver’s license and good driving record.

    Minimum Technology Qualifications

    • Demonstrated proficiency with MS Word, Excel, Zoom, Teams, and online meeting platforms.
    • Ability to use office equipment including telephone and voicemail system, copier, printer, fax machine, and scanner.
    • Ability to access and navigate online databases.
    • Ability to use MS Outlook.
    • Ability to navigate the internet and electronic timecard system.
    • Ability to navigate computer networks (files, drives, and folders).
    • Experience with Workforce One (WF) is preferred but not required.

    Education and/or Experience

    • BA/BS degree preferred in related field (additional experience may substitute for education).
    • Experience with community outreach
    • Experience speaking in front of large crowds and/or facilitating workshops

    Job Type : Part-Time | Contract

    Salary : $75.00 an hr.
