    PROVISIONAL OPENING FOR ASSOCIATE PLANNER
    There is a provisional opening in the Allegany County Department of Planning for a full-time ASPlanner.

    **This is a competitive class position, provisional candidate must pass the examination for this position and be ranked among the top three (3) candidates and receive an offer of employment for this position.

    ** Residency - Candidates must be residents of Allegany County or a contiguous county for at least one month prior to the date of exam. _ ****_

    DISTINGUISHING FEATURES OF THE CLASS : The work involves performing studies primarily concerned with physical development and governmental services within Allegany County. The work is performed under the immediate supervision of the Director of Planning by direction of the Planning and Economic Development Committee. A Planner does related work as required. Manage a variety of projects related to public works, economic development, civic engagement, public relations and any others as defined by the Director of Planning. Evening and weekend work may be required.

    TYPICAL WORK ACTIVITIES :

    • Provide administration support services including routine office tasks, related activities and functions.
    • Maintains office accounts such as payables, receivables, payroll and financial reports.
    • Inspects, examines or audits simple accounts according to departmental procedures for accuracy and conformance;
    • Takes and transcribes minutes.
    • Prepares narrative staff reports and recommendations.
    • Develops planning studies and reports in support of new and updated plans, programs and regulations.
    • Works on grant applications and implementation of grants.
    • Prepares GIS based Maps including data acquisition, creative presentation, on-line applications.
    • Gathers current data on available business/industrial facilities and plants, suitable sites, labor, utilities, transportation and marketing facilities and other community resources of interest to prospective business/industries seeking to locate within the County.
    • Recommends funding sources and refers clients to appropriate lending institutions such as local, state or federal agencies.
    • Provides technical assistance and information for assembling projects, administration of specific planning programs areas or ordinances to public and staff.
    • Provide direct assistance to local businesses with outreach, education and support.
    • Provide support for the development of new businesses and expansion or retention of current businesses within the County.
    • Develop and implement marketing design, advertisement layout; distribute to local, regional, national locations deemed appropriate for the County.
    • Provide public relations coordination and implementation.
    • Assists with updates and maintenance of plans such as Comprehensive, Hazard Mitigation, Development Strategies, Marketing Strategies, etc. as needed.
    • Updates websites as needed.
    • May take part in public meetings, fairs, exhibitions, and trade shows.

    FULL PERFORMANCES, KNOWLEDGES, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS : Thorough knowledge of departmental programs, policies and practices; working knowledge of computer hardware and software programs such as Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS; ability and aptitude to learn web site design, basic HTML and evolving technologies; knowledge of relevant programs to assist in development, environment, transportation, land use, community remediation and redevelopment; ability to understand and carry out oral and written directions; ability to work well with others; ability to multitask; clerical aptitude; neatness of appearance; tact and courtesy.

    MINIMUM QUALIFICATIONS :

    (A) Bachelor's Degree or higher; OR

    (B) Associate's Degree and one (1) years of paid experience in urban, rural, downtown revitalization, municipal planning, or closely related experience.
