Position Overview:
Provide clinical psychological testing, evaluations, and consultation services for the City of Vancouver, WA, with a focus on pre-employment, post-offer, fitness-for-duty, and promotional assessments for public safety and non-public safety positions. The psychologist ensures all evaluations are legally compliant, job-related, and support safe, effective personnel decisions across City departments.

Qualifications:
- Education: Doctoral degree in psychology from an accredited institution.
- Licensure: Current, unrestricted license as a psychologist in the State of Washington.
- Experience:
- Demonstrated expertise in clinical psychological testing and assessment, including the use of validated instruments for public safety and other safety-sensitive positions.
- Experience conducting pre-employment, post-offer, and fitness-for-duty evaluations, preferably for law enforcement, fire, or other public safety agencies.
- Background in organizational, management, and emergency response consultation.
- Technical Skills:
- Advanced test selection, scoring, and interpretation
- Risk assessment and threat management
- Other Requirements: Ability to meet typical turnaround times (about two weeks) for pre- and post-offer assessments, with flexibility for urgent needs.
Key Responsibilities:
- Conduct pre-offer suitability screenings for public safety positions, including administration and interpretation of validated psychological instruments, personality indices, and personal history questionnaires.
- Perform pre-employment and post-offer psychological evaluations for police and fire applicants in accordance with applicable Washington statutes and civil service standards.
- Complete psychological fitness-for-duty evaluations for public safety and non-public safety employees, assessing job-relevant mental and emotional functioning and providing clear fitness determinations.
- Deliver promotional and developmental assessments such as multi-rater (360) feedback for management-level positions, and provide interpretive feedback and recommendations.
- Provide consultation to managers and supervisors regarding sensitive workplace issues, employee behavior, and risk concerns, including recommended interventions and follow-up.
- Offer short-term counseling focused on resolving job-related issues, in coordination with City stakeholders.
- Participate with the City’s Workplace Response Team to conduct risk assessments and help establish protocols and procedures to protect personnel and assets.
- Prepare comprehensive written reports for each assessment, documenting tests administered, interview findings, data sources, factors affecting reliability/validity, and an overall opinion on psychological suitability.
- Maintain compliance with all applicable state and national laws, City policies, and civil service rules in the conduct of assessments.
Physical Examination Responsibilities:
- Administer or oversee administration of at least two written, objective, job-related psychological tests (pre-hire and post-hire assessments) for each applicable candidate or employee.
- Conduct comprehensive, face-to-face clinical interviews after reviewing test results, integrating all available data into a unified psychological evaluation.
Medical Oversight Responsibilities:
- Determine psychological suitability and fitness for duty, ensuring candidates and employees are free from job-relevant mental and emotional impairments that could affect safe or effective performance.
- Identify and communicate any psychological factors that may impact ongoing employment, promotion, or assignment to safety-sensitive roles, and recommend appropriate restrictions or follow-up actions.
