    Job Description

    We are currently seeking an experienced PROGRAM MANAGER to work with our new growth team for Publicis Groupe’s U.S. Government business. Reporting into the Head of Business Development, you will assist in supporting and maintaining the government procurement process at the fundamental level.

    The right candidate will capitalize on our outstanding capabilities, develop and execute marketing and sales strategies for driving new and incremental new business revenue, as well as determine past-performance, operational presence at specific customers, to support the team to drive growth within our Government new business sector.

    The successful candidate will be responsible for managing business development initiatives, transitions, and integrated projects supporting governmental marketing and advertising engagements and efforts. Working closely with our team, the candidate will develop integrated staff plans, project plans, scope documents, and partner/vendor agreements, and will be the center of gravity in organizing teams across multiple workstreams, projects, and partners.

    Candidate should have at least 6 YEARS OF PROFESSIONAL EXPERIENCE IN PROJECT AND/OR PROGRAM MANAGEMENT, with substantial experience in supporting U.S. government agency projects, programs, and engagements in either a marketing, advertising, or consultancy environment. Candidate will have demonstrated success in collaborating with key agency stakeholders, including but not limited to Creative, Client Services, Finance, Strategy, Data and Analytics, Media, and Technology.  Experience with managing multi-channel engagements is required. The position may be tele-work or office based. Travel to Publicis locations throughout the U.S. may be required when collaboration amongst agencies is required.

    They will also possess a proven ability to represent the Program Management discipline with internal and client stakeholders and be deft at building and maintaining strong relationships with agency, client and partners. They will work with these entities to proactively solve challenges and contribute to the development of processes that adapt to evolving business challenges, best practices and industry standards.

    RESPONSIBILITIES:

    • Work with business development, account and client stakeholders to instill and enforce processes, workflows and tools that support the profitable delivery of client work.
    • Responsible for the scoping and management of multiple concurrent large scale-projects and client engagements totaling over $5-20MM annually.
    • Partner with Client Service and Finance leads to actively manage business challenges, client relationships, developing annual scopes and contracts, estimates and staffing plans against scoped work, and maintaining profit margin. 
    • Partner with Creative to effectively shepherd and manage the evolution of creative work, ensuring quality at all points from concept through delivery. Active partnership with Resource Management, Production, and Technology departments to ensure connections and collaborations happen where they should, in support of innovative and award-winning creative ideas.
    • Maintain and enforce high standards of communications and documentation, including status and financial reports, timelines, scopes, change orders, burn reports and forecasting, best practices and asset management.
    • Manage large projects independently from initiation through completion
    • Provide solutions-oriented management with a strong ability to creatively solve problems with a positive, professional demeanor and a high degree of emotional intelligence.
    • Work with Senior level stakeholders to actively manage client and partner relationships
    • Proactively manage, provide guidance, and develop clear communications around program and business-related risks, including mitigation planning and crisis management.

    Qualifications

    • 6-8 YEARS PROGRAM MANAGEMENT EXPERIENCE in a marketing, advertising, and/or creative, digital, experiential organization working with cross-functional stakeholders including strategy, data and planning, creative, editorial, experience design, production, technology, operations and resourcing.
    • 2-3 YEARS EXPERIENCE WITH GOVERNMENT marketing and/or advertising projects and engagements.
    • Demonstrated experience in managing business development initiatives is required. Experience in managing programs across multiple agencies and/or partners is highly desired. 
    • Demonstrated understanding of project management methodologies, process and tools, including staffing, scoping, estimating, burn management.
    • Proficiency with MS Office, project management software (JIRA, Basecamp, etc.), and project management software (MS Project, Smartsheet). Experience with SalesForce is a plus.
