    Summary:

    The Purchaser / Strategic Sourcer will be a key member of the team responsible for managing the end-to-end procurement and sourcing activities for a defense technology integrator. This role requires a strategic mindset and hands-on experience in the defense industry, with a focus on acquiring a diverse range of items from COTS (Commercial Off-the-Shelf) products to highly modified piece parts and specialized services. The ideal candidate will be adept at navigating the complexities of defense contracting, ensuring compliance, and delivering maximum value.

    Key Responsibilities:

    • Strategic Sourcing & Due Diligence
      • Develop and execute strategic sourcing plans to identify, qualify, and secure a robust network of suppliers and vendors.
      • Conduct thorough due diligence on potential suppliers, assessing their financial stability, production capabilities, and compliance with industry regulations (e.g., FAR, DFARS, ITAR).
      • Perform market research and spend analysis to identify opportunities for cost savings and process efficiencies.
      • Negotiate and manage long-term agreements, ensuring favorable terms for price, delivery, and quality.
    • RFx Management & Quotation Review
      • Lead the entire Request for Quotation (RFQ) and Request for Proposal (RFP) process for a wide range of goods and services.
      • Issue RFQs for COTS, modified items, and piece parts, ensuring all technical and compliance requirements are clearly documented.
      • Review and analyze supplier quotes and proposals, including COTS and modified item pricing, and piece-part costing, to determine best value.
      • Manage a competitive bidding process while maintaining a transparent and auditable record of all communications and decisions.
    • Purchase Order Management & Compliance
      • Collect and review purchase requests from internal teams, ensuring they are complete and accurate before processing.
      • Develop and issue purchase orders (POs) for approved goods and services.
      • Ensure adequate competition is achieved for all purchases, in accordance with company and government regulations.
      • Develop and maintain compliant purchasing files, including all documentation required for audits.
    • Property Management
      • Oversee the receipt, inspection, and recording of all incoming materials and equipment, ensuring accuracy against purchase orders and compliance with quality standards.
      • Manage the processing and disposition of surplus, obsolete, or damaged property in accordance with company policies and government regulations.
      • Maintain accurate and auditable records of all property transactions, including acquisition, transfer, and disposal.
    • Schedule and BOM Management
      • Coordinate with engineering, program management, and manufacturing teams to manage project schedules and ensure on-time delivery of all required materials.
      • Negotiate and manage quantity breaks and tiered pricing to optimize costs and align with production forecasts and inventory targets.
      • Maintain and update the Bill of Materials (BOM) to reflect current pricing, lead times, and supplier information.
      • Proactively manage supply chain risks, including obsolescence and material shortages, to ensure uninterrupted production.
    • Cross-Functional Coordination
      • Act as the primary point of contact for internal and external stakeholders, including finance, contracts, and legal departments, to ensure all procurement activities are compliant and aligned with business goals.
      • Collaborate with the finance team to manage purchase orders, track expenditures, and ensure accurate budget reporting.
      • Work closely with the contracts team to review and execute agreements, ensuring all terms and conditions are met.

    Qualifications

    Education:

    • Bachelors degree in a relevant field is preferred.

    Experience:

    • Proven experience as a strategic sourcer or purchaser in the defense, aerospace, or technology sectors.
    • Prefer prior military experience with equipment purchasing, tracking, receipt and inspection, hand receipts, and property management systems.

    Skills:

    • Strong knowledge of government contracting regulations, including FAR and DFARS.
    • Familiarity with procurement for COTS items, modified products, and piece parts.
    • Exceptional negotiation, analytical, and problem-solving skills.
    • Experience with due diligence, including financial and compliance risk assessment.
    • Proficiency in managing Bills of Materials (BOMs) and understanding multi-level product structures.
    • Excellent communication skills and the ability to work effectively across multiple teams.

    Physical Requirements:

    • Ability to travel as required.
    • Standard office environment with occasional requirements to visit client sites, labs, or field environments.

    Compensation and Benefits:

    • Competitive Pay: Annual salary ranges from $50,000 to $100,000. Salaries depend on labor category, years of experience, education, skills relevant to the position, and type of contract.
