Summary/Objectives of Position
The Purchasing Specialist (also known as a Procurement Specialist) is responsible for supporting the purchasing of goods and services for the organization. The position is responsible for working with the Finance team in sourcing and vetting suppliers, negotiating contracts, and issuing purchase orders. The responsibilities include ensuring cost-effectiveness, quality, and timely delivery, maintaining strong vendor relationships, and collaborating with internal departments to meet organizational needs. This role is also expected to monitor inventory, analyze market trends, and ensure compliance with BAIHP policies and procedures.
Essential Duties, Functions & Responsibilities
- Support the needs of the organization by doing research and evaluation of potential suppliers based on criteria like quality, price, delivery, and reliability. Maintain and build strong relationships with key vendors.
- Works closely with the Director of Finance and the team to negotiate contracts, pricing, and terms with suppliers to secure the best possible deals for BAIHP.
- Responsible for the monitoring of inventory levels, forecasting needs, and ensuring the timely delivery of goods and services when needed by the organization.
- Responsible for the processing of purchase requisition forms (PRF) and ensuring all documentation is accurate and processed promptly, and that approvals are obtained before purchase.
- Responsible for inspecting and evaluating the quality of purchased items and resolving any issues or shortcomings with vendors and suppliers. This requires strong working relationships with BAIHP departments and personnel.
- Supports the Finance team by tracking costs and providing information on budget expenditures to ensure that the department monitors the grants and department budgets.
- Oversee the BAIHP inventory program, ensuring that it is effective and efficient and does not require additional work for personnel.
- Responsible for maintaining accurate records of purchasing activities and preparing relevant reports for management, department heads, and project/program managers.
- Ensure collaboration within the organization by working with departments and operations to align purchasing needs with organizational goals.
- Ensure all purchasing activities comply with BAIHP internal policies, procedures, and regulatory requirements.
- Responsible for staying up to date on industry trends and new products that would support the differing needs of the organization.
Minimum Mandatory Qualifications
Education:
- Associate's degree in related fields such as business, accounting, or supply chain management.
- Bachelor’s degree preferred.
Experience:
- 2 years’ experience in a purchasing or procurement role.
License/Certification:
- Valid CA driver’s license.
- Certified Purchasing Professional (CPP) certification preferred.
Skills:
- Experience in project management with the ability to plan, delegate, and evaluate processes.
Communication Skills:
- Demonstrates proficiency in communication and writing skills.
- Language Skills: Ability to read, analyze, and interpret general and professional documents.
- Ability to write routine reports and correspondence.
Interpersonal Skills:
- Ability to foster teamwork; train and direct the work of team members and colleagues.
- Excellent organizational skills, including the ability to work productively and make independent decisions.
Technology
- Familiar with electronic healthcare records systems.
- Proficiency with using computer-based applications (e.g. Microsoft Office) and clinical information management systems.
