    Qlarant has an immediate opening for a Business Process Engineer to work with the Veterans Health Administration (VHA).  

     

    JOB SUMMARY:

    The Business Process Engineer performs management and support of the analysis, design, development, and implementation of diverse, enterprise-wide healthcare processes and application systems. Tasks may include the design study process; conducting studies in support of system redesign and business process reengineering, improvement and management; developing implementation plans; and supporting the process of implementing and sustaining improvements. Experience with health system/healthcare processes preferred. 

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Ensure operational effectiveness and excellence of the business unit. The key component of the role is to work with the VHA, utilizing analytical, technical and organizational skills and experience to facilitate the development and implementation of business and systems solutions in a rapidly growing and evolving customer business environment.
    • Serves as the liaison between end users, the business community, technology organization and external customer partners for all business, system and project requirements.
    • Responsible for proactively meeting with all stakeholders to elicit functional requirements, modeling those requirements in an organized manner, then effectively and efficiently managing and communicating those requirements.
    • Coordinates change management issues, assists in test planning, and serves as a point of contact for customers.
    • Designs and documents workflow and makes appropriate recommendations that will positively impact operational effectiveness.
    • Performs daily monitoring and troubleshooting of specified applications/projects; coordinates issue management activities; and supports the installation and configuration of patches and upgrades by creating test and migration plans.
    • Works with assigned business unit(s) to develop reports and dashboards.
    • Tracks and analyzes business unit trends and makes appropriate recommendations that will positively impact the unit.
    • Evaluates proposals in order to identify potential issues and makes appropriate recommendations to IT management.
    • Serves as functional expert on specified applications.
    • Leads discussions with customer stakeholders and subject matter experts to gather, document, and analyze business needs and requirements using best practices and standard methodology.
    • Manages customer expectations of product functionality relative to workflows/business needs.
    • Responsible for the development of all approved versions of business and functional specifications, including but not limited to Use Cases, Functional Workflow/Data Flow Diagrams and Process Models, for specified applications.
    • Reviews use cases and other technical documents with technical project staff to ensure business requirements are adequately reflected in technical planning documents.
    • Ensures proposed solutions are technically feasible within the functionality of the system.
    • Maintains role in supporting system testing activities and create system documentation and user manuals as needed.  Provides internal and/or external training as appropriate.
    • Builds knowledge to a level of subject matter expert for specific products.  Maintains current knowledge of application products including features, functions and customizations
    • Creates customer status reports and facilitates customer status meetings as needed.

    Required Experience

    EDUCATION AND/OR EXPERIENCE

    • Bachelor's degree (BA or BS) and six years experience (experience with VHA health system/healthcare processes preferred)
    • At least six years software and/or report development experience
    • Specific software experience may be required depending upon the assigned business unit.

    COMPUTER SKILLS

    To perform this job successfully, an individual should have knowledge of Database software; Design software; Development software; Internet software; Project Management software; Spreadsheet software and Word Processing software. When/if assigned to Finance/HR, the individual should have knowledge of and experience supporting the DelTek suite of applications.
