    QuEST Global Services is actively searching for a Procurement Processes Program Manager. This position will be a key role in the QuEST Center of Competence reporting directly to the General Manager, Supply Chain Services. JOB SUMMARY: The Procurement Processes Program Manager will be responsible for supporting the Supply Chain Services organization in identifying and driving efficiencies, value and consistency in Procure 2 Pay processes. In this leadership role, the successful candidate will be responsible for developing and overseeing a governance framework for policies, procedures and business practices to support the end to end Procurement process; overseeing SOX and other compliance activities; developing/updating/training policies and procedures, and building on our analytics, reporting and KPI dashboard efforts. A primary area of expansion includes the development of a back order processing center in a low cost area. Working in collaboration with other Center of Competence leaders, responsibilities will also include building and strengthening their own team as well as other Center of Competence team members. ESSENTIAL JOB FUNCTIONS: OPERATIONAL EXCELLENCE: 

    • Transforms Procurement Operations from administrative provider to business partner that fully understands the business context, priorities, and challenges and moves to proactively solve near term issues within the frame of an overall strategy to deliver world class supply chain performance.

    CENTRAL PROCUREMENT:

    • Recruits, develops and manages a centralized Procurement Shared Service Center which will support all business units nationally. Ability to build a low cost “back office” processing center to support any P2P needs. To be located in Lafayette, IN.
    • Oversees, trains, develops and manages a select group of University CO-OPs who will be supporting QuEST Supply Chain Service requirements.
    • Establishes standardized approach in the development, coordination, negotiation, and administration of purchase orders to obtain components, spare parts and materials in the most cost effective, efficient, and strategic method to meet the requirements of the customer.
    • Develops methodology for part family classifications for use in quote packages and supplier selection process.
    • Develops framework and process for evaluating customer’s controls on configuration management as it relates to material master data.
    • Establishes the standard work to be used by the buyers in their day to day activities
    • Establishes the standard work required for the identification of qualified suppliers and the issuance of quote packages. Consideration to be made for economic buy quantities, supplier quality, and logistical considerations.
    • Develops and automates a process for streamlining Supplier Requests for Information that can be used regionally which ensures timely follow-up and closure.

    GOVERNANCE AND COMPLIANCE: Ensures the execution of standards, controls, policies, procedures and performance metrics to effectively and efficiently manage Supply Chain Services across the company.

    • Performs and oversea execution of Sarbanes – Oxley (SOX) activities; Enhance/strengthen the company internal control environment
    • PO and Contract compliance; Policy Development and Compliance
      • Creates, as necessary, QuEST policies and procedures with a focus on their ability to enhance organizational value and efficiency
      • Drives the standardization of processes and the implementation of metrics and best practices

    CONTINUOUS IMPROVEMENT: Responsible for identifying and supporting a variety of Procurement related continuous improvement projects. Depending on scope of assignment ensuring they are properly planned, implemented, monitored, and evaluated for results. These projects include, but are not limited to supplier quality initiatives, supplier development initiatives, delivery assurance initiatives and system implementations and upgrades.

    • Process efficiency: Assess supply chain processes for opportunities to improve efficiency and effectiveness and formulate strategies to eliminate waste.
    • Maintain strong working relationships with Supply Chain Services team members to ensure cost savings, quality, and delivery targets are met.

    ANALYTICS AND REPORTING: Provide management reporting, scorecards, and analysis for Project Managers

    • Creates and standardizes customer reporting, scorecards, and analysis as required for supplier management activities.
    • Leads a team of Part Costing (Should Cost Operations), Commodity/Sourcing Management personnel. Works closely with Value Engineering to develop should cost modeling for parts in transition.

    OTHER:

    • Deploys strategic enterprise thinking by developing a knowledge of industry trends, digitization tools, sustainability initiatives, etc. for strategic planning purposes and potential revenue growth opportunities.

    • Develops training materials and programs in collaboration with the Training team.

    • Initiates training and development plans focused on employee competence expansion and retention.

    • Supports team Employee Satisfaction (E-SAT) activities in support of effective employee morale, retention and development.

    • Supports all QuEST initiatives in driving the QuEST culture.

    • Responsible for effective hiring of resources to meet customer demand.

    SECONDARY JOB FUNCTIONS:

    • Participates on customer projects as a billable resource where required. Will be required to “lead” as well as “do”.
    • Partners with Global Project Managers and Regional Supplier Chain Service peers to share best practices, support new business developments and learn from the experience of the group.
    • Teamwork with all enabler functions to ensure proactive operations.

    QUALIFICATIONS:

    • Bachelor’s degree in Business, Procurement, Supply Chain, or Finance
    • 8 years of experience in Procurement, Sourcing, Materials Management or related areas
    • 5+ Years of leadership experience in Procurement, Sourcing or Supply Chain Management Performance Management roles
    • Six Sigma or equivalent efficiency process experience
    • End to end supply chain background – demand to supply
    • Demonstrated experience on management and control of procurement processes and sourcing practices as well as procurement excellence
    • Experience with setting up or managing a low cost shared service center a plus
    • Ability to analyze data to support strategic decisions
    • Ability to review complex problems with process solutions
    • High level Excel and PowerPoint skills
    • Strong communications and written skills
    • Strong ERP experience
