    SUMMARY POSITION STATEMENT:

    In advancing REACH's mission and values, the Controller is responsible for accounting activity, including accounts payable, medical billing, accounts receivable, grants/fund/gift accounting, purchasing, reporting, cash, insurance, debt, leases, contracts and tax compliance. The Controller ensures that systems and procedures are in place to provide accurate and timely financial information that meets all management needs and is in compliance with GAAP and other regulatory requirements for non-profits. In conjunction with the CFO, the Controller position is a REACH liaison with external auditors. Responsibilities also include management of internal controls and safeguards over REACH assets, and leading projects to improve accounting performance.

    The Controller works closely with program managers to educate them regarding finance and accounting methods and interpretation, and to ensure REACH's finance function fully supports program operations. The Controller advises management regarding revenue enhancement, cost containment strategies, and financial performance measurement. This position also assists the CFO with risk management, cash position management, preparation of capital and operating budgets, and presentations to the Board, Board committees, and other parties.

    ESSENTIAL FUNCTIONS:

    • Responsible for mentoring all Accounting staff including but not limited to coaching and staff development.
    • Ensures desk procedures for all accounting functions are created and kept current.
    • Trains accounting staff on desk procedures and accounting concepts
    • Ensures all accounting transactions comply with GAAP for non-profits
    • Manages the monthly and annual closing process
    • Produces financial statements and reports
    • Oversees day-to-day management of insurance program (non-employee benefits)
    • Analyzes financial data, produces cash forecasts, conducts financial research, documents methods and findings
    • Troubleshoots and resolves accounting problems and issues
    • Maintains software system and supervises software maintenance activities
    • Oversees reconciliation of balance sheet accounts
    • Acts as lead staff on all REACH financial audits
    • Manages periodic Medicaid cost reports and cost surveys
    • Assists CFO with banking relations, cash forecasting, liquidity management, risk management, investment management, and business planning.
    • Assists CFO and Executive Director with special projects and strategic management.
    • Assists CFO with annual budget process
    • Understands and complies with all agency policies and procedures.
    • Ensures confidentiality as prescribed by agency policy and federal/state law.
    • Maintains and promotes a positive professional working relationship with all employees.
    • Attends and participates in meetings, committees and training as assigned.
    • Performs other duties as assigned.

    POSITION REQUIREMENTS:

    Minimum Education/Certification: Bachelor's Degree in Accounting or closely related field.

    Experience: Five (5) years of experience in supervising accounting functions in a non-profit organization, foundation, private business and/or governmental agency with progressive responsibility in financial management.

    Preferred: Master's degree in Accounting, CPA, or CMA.

    Substitution:  10 years' experience in a financial management position in a nonprofit organization, foundation, private business and /or governmental agency may be considered in lieu of a degree. 

    MINIMUM KNOWLEDGE, SKILLS & ABILITIES:

    • Professional level knowledge of accounting concepts and principles
    • Experience  in  accounting  and  payroll  functions  and  knowledge  of  related  laws  and regulations.
    • A clear and logical thinker, proficient at mathematics
    • Able to define problems, collect data, establish facts, and draw valid conclusions
    • Expert in the use of Excel for analysis and manipulation of data
    • Proficient in the use of other Microsoft Office applications including Word and, preferably, Access
    • Excellent writing and verbal communication skills
    • Ability to use a variety of accounting software applications, office equipment, and phone systems.
    • Strong organization, documentation, and time management skills.
    • Strong interpersonal skills.
    • Detail oriented with the ability to handle multiple tasks simultaneously.
    • Effective problem-solving skills.

    PHYSICAL REQUIREMENTS:   

    This position will work primarily in an office environment requiring a full range of motion including standing, walking, bending, and twisting.  This position will spend a significant amount of time using a computer requiring visual acuity, color definition, and dexterity in fingers/hands.  This position may at times require employees to transition between interior work spaces including but not limited to exposure to the elements, walking on uneven ground, and the ability to drive a vehicle.

    CONDITIONS OF EMPLOYMENT

      1. Must pass an initial State of Alaska background check and maintain authorization to work throughout employment with REACH.
      1. Complete a TB screening within 30 days and maintain annually thereafter.
      1. A valid Driver License is required for positions that transport individuals or request reimbursement for mileage for transporting the employee him/herself between work locations.
      1. Personal Vehicle Insurance verification is required to be eligible to transport individuals, or receive a mileage reimbursement from REACH.
