    REMSA Inc. (www.remsainc.com) is seeking an experienced, highly motivated, and results oriented Marine Endangered Species Project Manager (PM) to plan, organize, control, and lead our Coastal and Marine/Marine Endangered Species Observers (MESO) Projects.

    JOB DESCRIPTION:

    The PM serve as the primary point of contact between the Company clients and other important stakeholders. The PM is responsible for supporting and coordinating MESO Observer's efforts; analyzing operations, ensuring the customer is satisfied; and the work scope is completed in a quality manner, within budget, and on time.

    Other duties in this role include, but are not limited to the following:

    Locate, research, and assist with winning and submitting bids of potential projects;

    Provide recommendations to company leadership, clients and contractors.

    Define the project objective and reach an agreement with the customers.

    Maintain daily communication with involved stakeholders and coordinate efforts on behalf of the project objectives.

    Update policies and procedures to support the achievement of the projects and the program objectives.

    Create, update, and track project deliverables and schedules.

    Select qualified Observers for deployment based on the requirements of NMFS.

    Maintain active and inactive Observer's rosters.

    Assist with Recruiting and Staffing of ongoing projects.

    Coordinate mobilization/demobilization from deployable job locations, as required.

    Manage the required project changes initiated by the customer in a timely manner.

    Create, complete, update, file, and send project reports to supporting agencies, as required.

    Report violations of federal regulations and policies.

    Collect and examine Observers report/data sheets for accuracy daily.

    Complete closeout project reports and send to the appropriate authority.

    Apply for, secure, and update applicable project permits.

    Process weekly invoices & ensure accuracy.

    Monitor changes in NMFS requirements, fisheries management techniques, technologies and pending legislation.

    Maintain accountability of the department’s equipment.

    Visit client project locations; conduct training, and perform risk analysis as required.

    Ensure total Quality Control and Assurance of the program.

    REQUIREMENTS:

    Must be able to pass a Company and federal background screening; able to receive a TWIC card

    Must be a U.S. citizen or authorized to perform work in the US.

    Must have a clean driving record and valid Driver’s License.

    Experience performing endangered species observation (land based/vessel or similar)

    Experience performing duties as a Project Manager or similar duties.

    Education: Bachelors Degree or higher in Marine Biology, Marine Science or related discipline and at least five (3) or more years of relevant experience in the Coastal Marine/Endangered/ Protected Species/ Industry. One year or more of college level statistics/mathematics courses required.

    Experience: Minimum of three (3) years documented experience as a Project Manager.

    Skills:

    Extensive knowledge of marine mammals, sea turtles, bird/nest monitoring, trawling, turbidity and at sea instruments.

    Knowledge of the Endangered Species Act.

    Math and reasoning ability is essential.

    Critical thinker.

    Excellent interpersonal and communication (verbal/non-verbal) skills; Ability to communicate effectively with executive level personnel.

    Strong leadership ability.

    Negotiation skills.

    Cost management and budgeting.

    Ability to handle multiple tasks and high pressure situations effectively.

    Time management skills; Be able to prioritize and delegate.

    Planning and Logistics.

    Demonstrated personnel supervision and management experience.

    Computer data entry experience (proficient w/MS Office, Excel and Adobe).

    Ability to operate effectively in an office setting.

    Physical Demands:

    Regularly required to, stand, sit, reach, stoop and kneel.

    Specific vision abilities required-close vision requirements due to computer work.

    Light to moderate lifting is required.

    Regular, predictable attendance is required; including some after hour and weekend responses via email or phone (as project emergencies dictate).

    Good manual dexterity for the use of common office equipment.

    Wear protective safety clothing/gear (including appropriate clothing, shoes, gloves, hardhat, and goggles) on occasion (required when visiting or physically working projects).
