Risk Mitigation Consulting, Inc. (RMC), a DoD government contractor, is seeking multiple CFIUS Analysts in the Northern Virginia area. This position is located in a government office space.

We are seeking national security subject matter experts (SME) with applicable experience in reviewing and investigating cases submitted to the Committee of Foreign Investment in the U.S. (CFIUS).  CFIUS is an inter-agency committee, chaired by the Department of Treasury, charged with reviewing, investigating, and blocking foreign acquisitions of U.S. companies or assets that may pose a risk to national security. 

The analyst will manage a portfolio of cases for which they are responsible for conducting unclassified and classified research to identify and articulate potential concerns posed by foreign corporate acquisitions and the implications to DoD security interests, critical infrastructures, technologies, and operations. Support will also consist of developing a variety of analytical documents, briefings, policy papers, reports, and information papers to convey findings associated with research efforts and assist with the development of CFIUS program policies and processes. 

CFIUS ANALYST

DUTIES

• Serve as a SME providing onsite CFIUS support to the Department of Defense.
• Conduct in-depth research and provide recommendations for specific cases regarding the authority of CFIUS to review the transaction, the national security risks posed by transactions, and the options available to mitigate identified risks.
• Rapidly develop complex information papers, briefings, and discussion documents concerning broad array of commercial foreign entity and CFIUS concerns.
• Research and analyze large-scale foreign transactions of U.S. assets and companies with multifaceted technology and supply chain issues to articulate potential risks to DoD capabilities and operations.       
• Perform organizational analysis of foreign corporations and entities to characterize risks presented by specific transactions. 
• Collaborate with CFIUS member agency counterparts to ensure awareness and that stakeholders have the information necessary to reach determinations on cases and, if necessary, mitigate any national security risks posed by transactions. 
• Develop detailed analytical documents that present research, analysis, and recommendations concerning specific cases.   
• Develop briefings, background information, and research materials to facilitate the discussion and analysis of CFIUS cases with leadership. 
• Synthesize large amounts of information and conduct literary searches necessary to develop conclusions and inform leadership. 
• Assist in coordinating inter-department meetings and support the development of preparatory materials, meeting agendas, read-aheads, and background information for the meetings and tracking action items and developing meeting minutes.    
• Support client policy staff and coordinate activities in developing and carrying out new regulatory programs and regulations for the expansion of CFIUS jurisdiction through the Foreign Investment Risk Review Modernization Act (FIRRMA).
• Assist in organizing events, meetings, conferences, and travel to DoD installations/other departments or agencies as needed.

CFIUS ANALYST

SKILLS/QUALIFICATIONS

• Bachelor's degree required
• Active TS/SCI security clearance required
• Excellent Qualitative and Quantitative research/analytical capabilities
• Significant experience in national security, military technology sectors, and in conducting research in foreign investments, mergers and acquisitions, and international business entities
• Demonstrated experience collecting, condensing, and analyzing vast amounts of data and research to formulate accurate and defensible conclusions 
• Superb writing and briefing ability

DESIRED SKILLS/QUALIFICATIONS

• Master’s Degree in subjects such as Intelligence, Business, or Political Science
• Knowledge of counterintelligence issues, export control regulations, or technology transfer
• Scientific or technical intelligence expertise
• Working knowledge of the Intelligence Community Directives (with emphasis on 203 and 206)
