    Risk Mitigation Consulting, Inc. (RMC), a DoD mission assurance and risk mitigation Government contractor, is seeking a Regional Critical Infrastructure Protection (CIP) Analyst in Washington, DC. This position is located in a government office space.

    • Health, vision, and dental insurance for the employee is paid in full by RMC and dependent health care is subsidized by RMC.

    • Position requires the ability to travel approximately 25% of the time.

    REGIONAL CIP ANALYST

    This position is a subject matter expert (SME) for mission assurance (MA) and critical infrastructure protection (CIP) and supports the assigned Navy Region Commander in meeting CIP and MA requirements outlined by the Office of the Chief of Navy Operations (OPNAV) and Commander, Naval Installation Command (CNIC) Headquarters. The analyst is responsible for coordinating the completion and endorsement of corrective action plans (CAP) for the ascribed Navy region and assists in developing and reviewing plans, program documents, and instructions to ensure compliance with DoD/Navy MA policies and directives. 

    The regional Analyst is responsible providing technical and operational coordination across the assigned region necessary to address Joint Staff, OPNAV, and CNIC HQ MA Program requirements.  The analyst will support the full lifecycle of the MA assessment (MAA) process, including the Phase 1 Utility and Mission Analysis, Phase 2 MA assessment, and Phase 3 risk remediation activities. The primary duties will involve risk remediation, such as assisting installations and regions with CAP finding responses and endorsements, and monitoring of regional, installation, and tenant command progress on remediation activities. The analyst is responsible for reviewing all regional MILCON and special projects to ensure they fully address the risks identified in installation MAA reports.  Support will also consist of developing briefings, program documents, reports, and information papers on MA that assist the region in meeting its requirements. 

    REGIONAL CIP ANALYST

    DUTIES

    • Serve as the Mission Assurance and CIP SME providing onsite support to the assigned Navy region with direction and guidance from OPNAV N46 and CNIC HQ
    • Support the development and execution of the Critical Asset Identification Process (CAIP) for the region, including managing the collection of validated critical asset data from the region’s installations as directed by the assigned Navy Component Commander 
    • Perform risk remediation actions to include supporting the coordination of the regional review and endorsement of installation CAPs, evaluating installation progress with CAP submissions, and supporting the region and installation in completing required CAP response elements. 
    • Support the development of formal CIP and MA plans, policy documents, briefings, and information papers for the region assigned 
    • Support region responsibilities concerning each MA phase, with a focus on CAP process, risk remediation implementation and remediation monitoring.
    • Provide preparation and implementation support to Phase 1 MAAs, including:
      • Support the notification of region and installations on planned CNO-MAA/JMAA assessments in the region within 90 days of the Phase 1
      • Work with Component Command CIP SMEs and Mission Analysts assigned to Phase 1 MAAs to identify TCAs, supporting infrastructure, and associated mission chains prior to the site visit 
      • Assist Program Support Analysts (PSA) in identifying tenant command POCs, as necessary

          

    • Provide preparation and implementation support to Phase 2 MAAs, including:
      • Work with the assigned PSA to ensure the MAA team has the required documentation to support MAA activities
      • Facilitate coordination with tenant commands for site assessment visits   
      • Assist PSAs in identifying tenant command POCs, as necessary
    • Provide comprehensive support to Phase 3 MA processes, including:
      • Coordinate region review of CAPs submitted by installations.  Work with region’s MA Program Manager to evaluate region N-code CAP review and approval of each finding that falls with their area of responsibility
      • Conduct weekly office calls with installation MA Officer to go over final report and CAP activities.  
      • Work with the Regional Mission Integration Group (RMIG) to ensure MA priority projects and equities are captured and provided to the RMIG 
      • Support coordination with the region and Navy Component Commands on prioritizing MILCON projects to the SMIG based on critical and high-risk findings associated with MAA reports
      • Coordinate the completion and endorsement of installation CAPs by the region
      • Evaluate installation progress in addressing MAA findings
      • Support the assigned region and associated installations in developing remediation courses of action
      • Ensure MILCONs and Special projects fully remediate risks identified in installation CAPs and MAA reports
      • Provide weekly updates to the CNIC MA Program Manager and assigned CNIC CIP Analyst on the status of each active installation CAP
    • Support risk assessment processes, including assisting in evaluating the impact of the degradation or loss of TCAs and recommendation of measures to mitigate or eliminate risks
    • Utilize various classified and unclassified risk assessments and information repositories (e.g., Defense Readiness Reporting Systems (DRRS), Mission Assurance Assessment Standalone Tool (MAAST), Strategic Mission Assurance Data System (SMADS), etc.) to identify, organize, and report on mission assurance initiatives
    • Prepare briefings, written reports and products as requested by the Navy region, CNIC HQ, and OPNAV N46
    • Help to organize events, meetings, conferences, and travel as required
    • Participate in conferences, working groups, meetings, and other events, as required

    SKILLS/QUALIFICATIONS

    • At least 3 years of CIP experience or supporting MA protection programs associated with critical infrastructure (e.g., installation supporting infrastructure [power, water, etc], physical security, communications, cyber security, AT, etc.)
    • Superb oral and written communications skills
    • Ability to act as a primary interface with clients
    • Excellent ability to develop narrative and presentation products, including reports, schedules, tracking tools, plans of action and milestones, briefs, and spreadsheets
    • Superb research and analytical skills 
    • Notable quality and editorial document review skills
    • Ability to demonstrate significant attention to detail
    • Excellent oral presentation and briefing skills
    • Display significant flexibility in addressing multiple client requests simultaneously
    • Fluent or advanced working knowledge in all Microsoft Office products, including Word, PowerPoint, Excel, and Outlook.
    • Attention to detail and excellent organizational skills, including the ability to prioritize tasks and manage time to meet multiple deadlines
    • Familiarity with military organizations and protocol highly desirable.
    • Navy operations background is desired

    CLEARANCE: DOD SECRET CLEARANCE
