    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO INTERNAL DOE EMPLOYEES WHO HAVE PERMANENT NYC CIVIL SERVICE STATUS AS ADMINISTRATIVE EDUCATION OFFICER WHO ARE PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR 6.1.9 TO ADMINISTRATIVE EDUCATION OFFICER, OR WHO HAVE TAKEN THE MOST RECENT ADMINISTRATIVE EDUCATION OFFICER CIVIL SERVICE EXAM.

     

    POSITION SUMMARY:  The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for high school, middle school, elementary Gifted and Talented programs, Kindergarten, Pre-Kindergarten, and 3-K admissions. OSE supports the New York City Department of Education’s core priorities by designing and implementing admissions policies and processes that provide all students with access to high-quality public schools.

     

    The Executive Director, Strategy, Culture and Communications will drive effective internal and external communication strategies to support the successful execution of the mission of the Office of Student Enrollment. The Executive Director develops relationships and processes for engaging key stakeholders and authorizing bodies, overseeing and establishing a framework for public-facing communication avenues, and developing protocols and processes to share information across the organization both internally and externally. The Executive Director oversees and manages the Student Enrollment Management System (MySchools) team, leading change management efforts to implement new and more streamlined processes for families, administrators, and schools. The Executive Director also oversees the implementation of all equity work for the organization. The Executive Director will be charged with building systems and creating a framework that ensures OSE has a culture that celebrates, develops, engages, and retains talented and diverse leaders and staff committed to making a positive impact on student enrollment’s mission. The Executive Director serves as a member of OSE’s Senior Leadership Team and will be key in creating a culture of collaboration and high performance. Performs related work. 

     

    REPORTS TO: Chief Enrollment Officer for Student Enrollment

     

    DIRECT REPORTS:  Senior Director of Enrollment Systems, Senior Director of Equity Planning and Implementation, Senior Director of Strategic Affairs, Director of Communications

     

    KEY RELATIONSHIPS:  Chancellor’s Office, Deputy Chancellor of DECE and OSE, Chief Executive Officer of OSE, Senior Executive Director, Executive Director, Program Directors, teachers and principals, families, Inter-governmental Affairs, Press, and various offices/divisions within the DOE, including external stakeholders. 

     

    RESPONSIBILITIES

     

    Leadership, Learning and Development

    • Develop strategies for coaching, best practice resources, and ongoing development planning with the leadership team and managers.
    • Serve in a managerial confidential capacity, with significant discretion and independent decision-making authority as an advisor to the Chief Enrollment Officer.
    • Identify opportunities for learning and development programs for OSE employees and set office-wide goals for the upcoming year.
    • Supervise project management, policy development and analysis, strategic planning, and communication efforts in Strategy, Culture and Communications capacity.
    • Participate in strategic planning, leadership meetings and presentations; collaborate with OSE Senior Leadership Team to lead complex employee issue resolutions, as needed.
    • Maintain an effective level of business literacy including OSE mission, vision, financial position, strategy, competition, technology, values, and culture.
    • Develop strategies for coaching and develop best practices and ongoing development planning with senior leadership team and managers.
    • Provide leadership oversight and direction for the program in specific focus areas, ensuring that policy strategies align with DOE priorities; serve as advisor to disseminate knowledge to all stakeholders.

    Culture and Organizational Development

     

    • Work with senior leadership team to maintain and develop agency’s culture, driving a high level of engagement throughout the organization; ensure the implementation of NYCDOE core values throughout the organization.
    • Drive employee initiatives and programs, e.g., Performance Reviews, Fair RBI Planning, Career Pathing, Training and Development, Retention, Culture, Diversity, etc.
    • Understand DOE and OSE goals, vision, and values; align practices with organizational objectives.
    • Act as a strategic advisor to Chief Enrollment Officer and senior leadership for all things people-related.
    • Nurture a healthy, positive, and inviting OSE culture. This includes setting and communicating behavioral guidelines and expectations; organizing organization-wide retreats and team-building activities; enabling positive cross-divisional team interactions and communications; and collaborating with other managers to maintain an inspiring and productive work environment.
    • Actively cultivate an environment that supports the safety, welfare, wellness, and health of all OSE employees and staff.
    • Oversee, manage, and plan weekly meetings for the OSE Senior Leadership team, a group of senior executives, and other leaders across the organization.
    • Manage cross-functional relationships with OSE and DOE-wide leadership, working closely across teams and troubleshooting where necessary to ensure seamless coordination between teams in support of key projects.

     

    Strategic Affairs and Communications

     

    • Oversight and direction setting for strategic communications, ensuring that all OSE programs receive critical information on policy and operations.
    • Serve as top-level advisor to the CEO of OSE and executive management for all communications and stakeholder engagement.
    • Develop project plans and timelines around internal- and external-facing communication with senior leadership and tracks progress throughout the year toward the achievement of these key milestones.
    • Oversee and is responsible for the strategy and execution of critical public awareness and admissions campaigns.
    • Oversee the execution of new strategic practices and the development of appropriate content for other DOE communications.
    • Collaborate with senior leadership and program leaders to identify critical areas of program improvement with communications implications; develop recommendations to improve communications workflows and processes critical to objectives in each team’s workstream.
    • Direct the development execution of critical communication strategies related to external-facing meetings and information sessions or presentations.
    • Oversee and prioritize plans for addressing issues that impact progress toward initiative benchmarks.
    • Oversee efforts to develop, plan, and execute communication initiatives on behalf of the senior leadership team and its partners, including the dissemination of important policy directives and major press rollouts.
    • Provide “rapid response” support on 3K through High School issues for DOE Press Secretary and IGA.
    • Represent the DOE at various interagency meetings and public forums as needed.
    • Oversee all contracts related to communications initiatives, including the development of reports and presentations and materials needed for public awareness campaigns.
    • Supervise content development and production of digital and print materials, as well external website and intranet.
    • Provide oversight to ensure quality and branding for all OSE communications.
    • Develop and present presentations for the Chancellor’s Office, Mayor’s Office, and the City Council.
    • Manage responses to press and external inquiries; manage preparations for public announcements and product releases; coordinate reports for Senior Leadership, Mayor’s Office, and the City Council; develop briefing and presentation materials using performance data for Deputy Chancellors.
    • Provide strategic oversight over OSE’s web and social media outlets, which include the DOE website, Facebook, Twitter, and Bronto.
    • Oversee the planning and development of admissions guides for all admissions processes (Pre-K, Kindergarten, Gifted and Talented, middle school and high school); this includes oversight of front of book content, data points to include in the published guides. OSE publishes all admissions guides in the 10 DOE languages.

    MySchools

    _ _

    • Oversee the development, implementation, and maintenance of the Student Enrollment Management System (MySchools), a web-based admissions platform with over 500,000 users.
    • Provide strategic direction for future system enhancements and prioritization.
    • Manage comprehensive planning and oversees content exchange with MySchools stakeholders; attend high-level meetings, as needed, related to policy and decision-making improvements.
    • Oversee vendor relationship and management especially as it relates to high-priority escalations and risk management.
    • Oversee relationship management of DIIT partnership and support of the system, especially as it relates to high-priority escalations, risk management, and future planning.

     

    Equity Planning and Implementation

     

    • Oversee coordination of all equity related efforts, which include District Diversity Grants, Diversity in Admissions Pilots, and SIP Grants.
    • Make policy decisions in consultation with Senior Leadership, the Deputy Chancellor, and the Chancellor’s Office.
    • Oversee communication to engage internal and external stakeholders.
    • Provide oversight and strategic direction for expanding equity related priorities and efforts.
    • Make connections across the organization to identify opportunities to build and expand upon existing work.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
    2. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    4. Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

    SALARY: $129,014+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

  • Qualifications

    Bachelor degree in discipline related to functional work or role with 3-5 years of relevant work experience OR demonstrated ability to meet the job requirements through a comparable number of years of applicable work experience.

    Able to demonstrates ability to solve somewhat more complex problems by analyzing variables and applying appropriate solutions learned through experience and proficiency in understanding the job. Must be able to recognize anomalies and critical situations and respond appropriately.  Must be able to communicate and interact with a variety of internal/external customers and/or co-workers at level of detail required to resolve issues of moderate complexity.

    Able to apply strong functional computer knowledge in utilizing Microsoft Windows, MAC, or other technical tools in completing assignments.  May require knowledge of or ability to quickly learn specialized software to complete work assignments.  Able to demonstrate continued expertise in the primary tools or applications used in completing daily work assignments.
