  • Responsibilities

    STG International is currently seeking a customer service focused; detailed oriented; flexible Program Manager with the following qualifications to assist in the management of several government contracts. The successful candidate will also be excited about new and challenging opportunities that will provide an opportunity for diverse professional growth.

     

    DIVISION SUPPORT/PERFORMANCE

    • Supports and implements the direction and vision for the division as identified by the Division Director or VP.
    • Promotes, encourages, and carries out the philosophies and protocols of the company.
    • Implements the division strategy to ensure the division meets and exceeds organizational goals as identified by the Executive Management Team.
    • Seeks to establish effective partnerships with the Business Development, Human Resources, Contracts, Accounting, and Payroll, and Human Capital Groups.  Maintains cooperative working relationships with these Divisions that will ultimately lead to increased output and internal and external customer satisfaction.

    CUSTOMER MANAGEMENT

    • Establishes excellent rapport with Agency Executives, Operational Leads, Contracting Officers, COTRs and STGi’s on-site Program Managers and/or Team Leads through frequent site visits. 
    • Is viewed as the “go-to” person by the client for guiding and managing contract activities, identifying and mitigating issues, and proposing personnel and solutions that address the customer’s most pressing challenges, or, has a close working partnership with the onsite PM who is viewed as such.
    • Learns, understands and articulates the mission, business drivers, and operational needs of all the customers in his/her portfolio and uses that knowledge to assist the Director or VP identify, market and deliver new ideas, solutions and services and/or respond to RFPs.
    • Is persistent and creative in finding resources to meet the customer’s needs.

    CONTRACT MANAGEMENT AND ADMINISTRATION

    • Successfully manages multiple contracts, utilizing project plans, ensuring all deliverables, professional services and contractual commitments are delivered on schedule and within budget, working with representatives from Human Resources, Accounting/Payroll, Contracts, and other departments as appropriate.
    • Is aware, and can communicate, at a granular level of operational detail, the types of services performed by STGi employees on each contract within his/her purview.  Applies this knowledge to help identify which contracts will serve as optimal corporate qualifications for RFP responses.
    • Demonstrates independent problem-solving and decision-making capability, including the Director as appropriate (or up) on the most complex issues regarding contract staff conduct or performance, funding, redirection of effort, scope creep, contract modifications, issuance of stop work orders, and invoicing issues. 
    • Supports timely and accurate preparation of invoices and collections by reviewing materials issued by the Accounting Department.
    • Supports achievement of the company’s financial targets by monitoring contracts to promote full contract utilization and by taking proactive actions by working with the Director or VP and the customer to adjust period of performance, bill rates and/or funding as necessary to ensure seamless support of customer needs within contract guidelines.
    • Launches new contracts by working closely with the Recruiting Department to identify staff for existing or new customer requirements, ensuring contractual documentation is in place, and establishing mechanisms for regular customer interactions and status reporting, etc. Reviews resumes, interviews applicants, and refers qualified candidates to clients to satisfy program and project staffing requirements.
    • Regularly updates the Director or VP on the performance of contracts under his/her purview.
    • Understands and applies a range of quality assurance and risk mitigation strategies to minimize risks that are encountered on his/her contracts, engaging the Director or VP as appropriate.
    • Ensures the application of Federal Acquisition Regulations (FAR), applicable laws, and STGi corporate policies to contract and task operations.
    • Shares lessons learned with team members regarding management of contract staff (employees and 1099 consultants), to include hiring, leave administration, timekeeping, pay administration, disciplinary and reward actions, adjustments, documentation, terminations, etc.

    BUSINESS DEVELOPMENT

    • Leverages his/her presence on the ground with client executives (e.g., program executives, operational leads, technical monitors, etc.) to continuously identify and pursue opportunities for follow-on/expanded client work on existing contracts.  Engages leadership (e.g., Director, Business Development Representative(s), VP, CEO, Subject Matter Expert, etc.) in the pursuit as appropriate.
    • Business Development, Proposal Development & Marketing.  Previous experience with writing and proposal development experience is required. Substantively contributes to the proposal development process by leading and/or executing the following: technical response writing, staffing plan, management approach writing/project plan development, inputs to pricing, etc. 
    • Leads Account Managers and PMAs in other developmental tasks such as: tailoring resumes, tailoring corporate qualifications, developing compliance matrices, etc.
    • Serves as the Re-compete Manager driving all pre-RFP and post-RFP activities for his/her expiring contracts.
    • Supports the capture of new business consistent with the Director’s or VP’s direction and business plan for the Division, this may include identifying, contacting, and meeting with existing and potential customers, small and large businesses, consultants, potential partners, and other entities to in order to establish mutually beneficial relationships as they relate to business development and partnering.

     

     

    Required Skills

     

    • Minimum of 2-4 years of supervisory experience (mid to upper-level responsibilities).
    • Proven success in a client management environment
    • Demonstrated ability to analyze, monitor and proactively facilitate improvements based upon contract requirements and performance metrics.
    • Demonstrated ability to facilitate multiple task/responsibilities simultaneously.
    • Prior experience with RFP/RFQ and proposal development processes
    • Bachelor’s degree
    • Excellent oral and written communication skills and fluent with MS Office applications
    • Ability to travel frequently.
