    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION.  POSITION IS ONLY OPEN TO APPLICANTS WHO ARE PERMANENT AS ADMINISTRATIVE STAFF ANALYST, OR PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR 6.1.9 TO ADMINISTRATIVE STAFF ANALYST.

    POSITION SUMMARY:  The Office of Compliance Services (OCS) promotes and monitors compliance with applicable laws, rules and regulations, including federal and state educational and instructional programs, Multilingual Learners, Special Education services, discipline, finance, facilities, health, safety and youth development. The Compliance Services Manager establishes and implements quality performance standards and accountability protocols for the New York City Department of Education.  Performs related work.

     

    REPORTS TO: Deputy Director (OCS)

     

    DIRECT REPORTS: N/A

     

    KEY RELATIONSHIPS:  Executive Superintendents, Superintendents, Principals, Central program offices, and Borough Citywide Support Offices.

     

    RESPONSIBILITIES

     

    • Conducts compliance reviews of school operations; identifies issues, indicates findings, and provides recommendations.
    • Researches and analyzes a broad range of compliance issues related to school operations, educational services and instructional programming. Applies both methodical and creative approaches to problem-solving.
    • Works with program offices to develop and/or amend policies and procedures to align with Chancellor’s Regulations and other internal policy documents.
    • Reviews citywide data to assess risk and determine where system or policy changes are necessary.
    • Prepares compliance reports using data collection, analysis and interpretation, as well as narrative summaries.
    • Identifies compliance related risk; makes appropriate policy recommendations where necessary.
    • Develops and maintains operational work plans for the implementation of work related to compliance activities, including progress report activities.
    • Oversees Implementation of specific compliance policies. Assists as a resource to stakeholders, demonstrating proficiency in all areas monitored by OCS.
    • Provides technical assistance and one-to-one training as required.
    • Provides group trainings at various forums, including the NYC Leadership Academy, Principals’/Superintendents’ and/or School Support meetings. Serves as a point of contact on compliance issues for the Department of Education.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

     

    PREFERRED

     

    • Excellent communication and interpersonal skills.
    • Proficiency in Excel, PowerPoint, Outlook, and Word.
    • Knowledge of New York City Department of Education databases, programs, systems, and reports.
    • Internal candidates preferred.

     

     

    SALARY: $94,146+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    Required Skills Required Experience

  • Qualifications
    • A high school diploma or equivalent with at least one year of relevant administrative/operational support in manufacturing operations or office environment directly related to the duties of the job, OR demonstrated ability to meet the job requirements through a comparable number of years of work experience.

    • Experience with Adobe products and/or Printshop Mail preferred.

    • A minimum of 1 – 2 years of experience in Excel and/or MS Access required.

    • Ability to format and work with data and variables. 

    • Must be able to work well under pressure. 

    • Must be reliable and punctual.

    • Basic to advanced general computer skills

    • Ability to work varying shifts, overtime and weekends.
