    RTI Consulting, LLC is seeking a Budget/Finance Analyst SME for a Prime contract in Springfield,VA. This contract is funding. Position requires an Active TS/SCI or above clearance. Candidates with TS/SCI will be upgraded with CI poly after starting work as required by customer. If SCI was held previously and within the last 24 months, it could be re instateable. Skills and Experience: 20 years of work experience with 15 of the 20 years in DoD or other government budgetary or finance processes.

    Required:

    Possess Master’s degree or higher in a business-related field such as Business, Finance, Accounting, Economics, or equivalent work experience

    Demonstrated 15 yrs. specialized experience with DoD or other government agency budgetary or finance processes.

    Demonstrated 15 yrs. specialized experience working with financial tools, such as Momentum and other visualization and analytic tools like Tableau, R, and Python.

    Demonstrated 15 yrs. specialized experience in U.S. Intelligence funded programs.

    Desired:

    Demonstrated experience with DoD or other government agency key budget execution processes including: funds control, fund transfers, travel orders, and credit card purchases.

    Demonstrated experience with fund execution policies for principal DoD appropriations.

    Overall Assignment Description:

    Serves as a member of team that supports the FM Matrix Office and Divisions (FMM):

    Assists the government with financial management daily operational activities.

    Create various detailed financial reports, data extracts, and quality control checks.

    Assists the government with budget analysis and completion of various budget deliverables.

    Supports the Government in monitoring and coordinating program resource allocations.

    Assists and supports the government with further automating of financial and requirements data in the financial database and conduct system operations.

    Supports government representatives at meetings through attendance and by providing financial management operations and budget analysis information as requested.

    Ensure cohesive agency-wide budget program development through collaboration across CUSTOMER and other agencies.

    Assist with resource management oversight.

    Duties include:

    The Contractor shall:

    Support internal CUSTOMER program build activities, analysis, events, and documentation packages as designated by government leads.

    Assist in the defining, gathering, inputting, and managing of Financial Requirements by working with KC, program managers and OCS.

    Support management of execution year funds and controls to include various aspects of data management to include developing and enhancing financial tools, applications and databases as well as using advanced Microsoft Excel utilities.

    Financial data analysis, including the ability to analyze data, identify trends, generate reports, data merging and supplemental data sources utilizing visualization and analytic tools such as Tableau, R, and Python.

    Analyze and interpret large volumes of complex budget and execution data.

    Demonstrated experience with DoD and IC programs and budgets.

    Demonstrated specialized experience resolving resource management issues in support of the DoD or IC community mission.

    Demonstrated experience with the role of the Defense Finance and Accounting Service (DFAS) in controlling and executing funds for a Service major command or a Defense Agency.
