  • Responsibilities

    The Construction Estimator performs cost and pricing estimation duties as part of the new business capture process ensuring compliance with Request For Proposal requirements and company policies and procedures.

     

    The Construction Estimator will conduct, but is not limited to, the following job duties:

    • Prepares cost/price templates based on historical costs, Means data, and subcontractor bids
    • Prepares a winning bid approach which provides the firm a competitive advantage
    • Participates in pre-bid project site walks
    • Proficient in Means based estimating
    • Proficient in Estimating Design-Build and Design Bid Build projects
    • Familiar with building subcontractor bid lists in new business markets
    • Proficient in estimating projects for Federal clients
    • Provides project risk assessments to Senior Management

    Reviews government and commercial request for:

    • Proposals (RFPs) in the development of contract pricing cost proposals
    • Prepares cost/price proposals using spreadsheet and word processing computer programs
    • Understands and applies RFP provisions, terms and conditions and ensures compliance with RFP along with company policies and procedures
    • Performs proposal cost estimating for staffing, equipment, materials and other direct costs associated with Government contract proposals
    • Interacts with Operations, Human Resources, Accounting, and Business Development in interpreting solicitation requirements and costing criteria
    • Helps in determining material requirements based on solicitation documents
    • Ensures all cost/price proposals are precise, accurate and completed in a timely manner and are consistent with corporate policy, Cost Accounting Standards, and the Federal Acquisition Regulation
    • Compiles and analyzes data on all cost factors that influence cost/price proposals, including labor, materials, equipment and tools
    • Supports proposal risk assessments and helps develop plans for risk mitigation
    • Maintains complete and accurate proposal backup data
    • Prepares reviews and presentations for all levels of company management
    • Works closely with other departments on pricing functions to develop and enhance reporting tools, and processes
    • Helps review proposals developed by other program staff or managers for accuracy and consistency

     

    Required Skills

     

    • Financial experience within the federal government procurement arena is desired
    • Direct Government contract work experience is desired
    • Detail oriented with good analytical and communication skills
    • Strong PC skills and proficient with Microsoft Office especially Word, Excel and Access
    • Capable and efficient at compiling data and presenting cost/price data in a meaningful manner

    Required Experience

    • Minimum of five (5) years of experience
    • Understands Cost Accounting Standards and the Federal Acquisition Regulations
    • Knowledge and understanding of U.S. Government solicitation process
    • Knowledge and understanding of commercial construction solicitation process
    • Good typing and math skills
    • Computer literate, proficient with MS Excel and Word
    • Able to read and write in English
    • Good interpersonal and communication skills
    • Good organizational skills and able to handle multiple tasks and deadlines
    • General office demands
    • Must have ability to maintain assigned work hours
    • Must have sufficient endurance to perform tasks over long periods of time
