  • Responsibilities

    The purpose of this position is to inspect construction projects and enforce the City code of ordinances, development ordinance, and housing codes.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Performs field inspections of residential, commercial, and public facilities for violations of minimum housing, zoning, and City code ordinances, removes and disposes of illegal or prohibited signs, and issues verbal warnings and stop-work orders to construction in non-compliance.
    • Prepares and issues violation notices and civil citations, schedules and conducts formal hearings, maintains case files regarding inspections and violations, and prepares monthly reports.
    • Receives complaints regarding defective structures, hazardous conditions, and structural failures or improper use of dwellings and commercial structures and responds with updates to these concerns.
    • Conducts deed, title, and estate searches to determine legal ownership of properties and obtains administrative inspection warrants.
    • Attends public meetings to address concerns and give updates and status on work.
    • Posts property unfit for human habitation notices and issues orders to repair or demolish unsafe structures.

     

    SUPPLEMENTAL FUNCTIONS:

    •  Performs other similar duties as required.

     

    JOB SPECIFICATIONS AND QUALIFICATIONS:

     Knowledge:

    • Code enforcement principles and practices;
    • Building methods;
    • Construction materials;
    • Applicable local, state and federal laws, rules, and regulations.

     

    LICENSING AND CERTIFICATIONS:

    •  Valid North Carolina Driver’s License
    •  Ability to obtain North Carolina Code Officials Standard Building Level 1 Certification within 3 years of hire
    •  Ability to obtain North Carolina Law and Administration for Code Enforcement Certification within 12 months of hire

    PLEASE NOTE: Applicants must meet the City criteria for an acceptable driving record.

     

    WORKING CONDITIONS / PHYSICAL REQUIREMENTS:

    • Positions in this class require: standing, fine dexterity, walking, lifting, sitting, reaching, handling, crawling, pushing/pulling, climbing, vision, foot controls, balancing, hearing, twisting, and talking. 

    • Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree. 

    • Incumbents may be subjected to extreme temperature, wetness and/or humidity, respiratory hazards, and physical hazards

    Required Skills

    • Operating a computer and applicable software applications;
    • Applying local, state and federal laws, rules and regulations;
    • Detecting poor workmanship, inferior materials, and hazards;
    • Interpreting blueprints and comparing with construction in progress;
    • Searching for deeds and titles for legal ownership;
    • Dealing with irate and difficult citizens;
    • Conflict resolution;
    • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

     

    Required Experience

    High school diploma or equivalency and at least six-months to one year of advanced study, or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
