OVERVIEW
The Commissioning Project Manager’s primary role is to ensure mechanical and plumbing system performance meets project requirements by managing startup and commissioning efforts while liaising between construction project managers and other Commissioning personnel. This includes managing the implementation of the pre-construction planning efforts, supporting the execution of the commissioning process, and managing the documentation of start-up and commissioning for all assigned projects by project requirements and company objectives. This starts with participation in System Design Reviews, shop drawing reviews, Quality Risk Assessments, and other pertinent planning activities. It also requires direct interaction with Construction Foremen and Project Managers, Owners, General Contractors, Electrical Contractors, Controls/Automation Contractors, Testing Adjusting and Balancing Contractors, and 3rd party commissioning authorities in many cases.
RESPONSIBILITIES
- Ensure all equipment installed by the company on assigned projects is started and commissioned according to project requirements and company objectives.
- Produce accurate estimates to perform startup and commissioning on prospective projects by collaborating with the company's pre-construction team. Identify financial implications of project-specific commissioning requirements at bid time.
- Participate in the design review process for all appropriate projects, incorporating best practices and lessons learned from previous projects.
- Schedule Commissioning field personnel to perform the day-to-day start-up, commissioning, and project work fulfilled by the group on assigned projects.
- Manage project “Craft 6” Startup and Commissioning budgets to meet project financial goals and accurately track rework costs.
- Develop commissioning plans from preliminary issuance through submission of the final commissioning plan. Submit internal RFIs to document questions or concerns over a sequence of operations.
- Coordinate commissioning test plans with EOR and 3rd party CxA as required for projects. Manage relationships with 3rd party commissioning agents.
- Provide regular project progress updates to construction project managers.
- Manage project action items and ensure timely completion by assigned parties. Coordinate resources with construction project managers to address issues.
- Perform regular job site walks to review installation quality and provide feedback to forepersons and construction project managers.
- Develop and manage a schedule of equipment start-up and commissioning activities in collaboration with the construction Project Manager to ensure activities impacting the start-up and commissioning process are identified, prioritized, and managed before arrival of Commissioning group personnel on any given project. Identify dates when power and controls are required to meet OPS goals.
- Hold commissioning technicians, the GC, and other trades accountable for the startup and commissioning schedule.
- Schedule 3WLA meetings with technicians and construction PMs to manage schedule progress and identify roadblocks.
- Develop and maintain documentation and reporting on each unique equipment start-up and commissioning activity, including associated costs for incorporation in estimating and project planning.
- Develop owner training agendas and schedules for each project, including assigning roles and responsibilities for the training to the appropriate personnel. Appropriate consideration for the project and owner’s requirements should be applied in this process.
- Organize, assemble, and issue final commissioning reports to all appropriate parties promptly.
- Utilize Observations, Rework tracking, and CxAlloy to document and quantify repetitive deficiencies identified in the commissioning process. Manage the development and implementation of the appropriate training to reduce or eliminate occurrences of the most frequently reported defects.
- Assist the Commissioning Operations Manager in developing long-term workforce plans based on anticipated workloads and work types.
- Assist the Commissioning Operations Manager and Commissioning Manager in developing and managing Commissioning technician training programs and needs.

REQUIREMENTS
BASIC QUALIFICATIONS
- A degree in engineering or ten years of MEP experience/vocational training
- Must have essential PC experience in Windows environments, working knowledge of word processing, spreadsheets, e-mail, Web-enabled applications, and database software
- At least two years of Commissioning experience on new or existing building construction projects
PREFERRED QUALIFICATIONS
- A degree in Mechanical engineering with EIT or PE credentials
- Professional Commissioning Certification (ASHRAE BCxP or similar)
- Proficient user of CxAlloy
- At least five years of experience managing mechanical work
