    Job Description

    Background:

    The Defense Threat Reduction Agency’s (DTRA) Technical Support Group (TSGs) are worldwide, military-led, rapidly deployable teams that provide the Combatant Commands (CCMD) and other US Government Agencies the low-visibility search capability to counter chemical, biological, radiological, and nuclear (CBRN) threats. The Program is designated NIMBLE ELDER. TSGs provide equipment, training, scientific (on-site Subject Matter Expertise), technical, and operational support to CCMD response forces, and, if necessary, can augment their personnel. TSGs are comprised of military, civilian, and contractor personnel. Due to the unique TSG mission and associated operations, TSGs are often required to work extended hours in a field environment under austere conditions during operational responses to contingencies with extensive domestic and international travel. Efforts often require physical exertion over long periods, such as walking and moving heavy equipment over 80 pounds. Some operational support missions may require limited exposure to CBRN hazards. The TSG mission sets may occur in hostile environments worldwide and it may be necessary for contractor personnel to be armed for force protection. Some TSG personnel will be permanently assigned to overseas locations.

    Junior Instructor Special Operations personnel shall serve as SMEs on the TTPs, SOPs, and POIs of the TSGs and communicate and train both military and civilian personnel on these plans and procedures. The Junior Instructor Special Operations personnel shall serve as an expert in the use of the TSG search equipment, communications systems, surveillance equipment, and other mission-essential gear. The individual is required to operate specialized equipment on land, sea, and air either during contingency operations, training and/or exercises. The Junior Instructor Special Operations personnel provide training to military and/or civilian personnel on the setup and operation of search gear and communications equipment and directly support search operations. The individual must be able to conduct split team operations, separate and distinct from the Senior Instructor.

    Responsibilities:

    • Become an SME on all TSG TTP, SOPs, and POIs and be able to communicate these plans and procedures to the TSG Team within 90 days of award of this contract.

    • Become an SME on all TSG search gear and communications equipment and provide training to military and/or civilian personnel on the setup and operation of this TSG search gear and communications equipment.

    • Update TTPs, SOPs, and POIs as required.

    • Maintain proficiency on all mission-essential equipment.

    • Serve as an SME on all TSG search equipment.

    • Train designated personnel on TSG search equipment and operations.

    • Support military and/or civilian personnel during WMD search operations, up to and including tactical actions during the conduct of real-world operations.

    • Be able to travel on very short notice and to work non-standard hours.

    Required Skills/Qualifications

    • Former SOF Operator/Navy EOD: former SMU Operator who is a graduate of the respective unit's Operator Training Course; Army Special Forces (18 series); Navy EOD technician; Navy SEAL having completed SEAL training and served on a SEAL Team; Marine Special Operations Forces/Force Recon.

    • Military instructor experience. No Less than 2 years experience as an instructor at a training command or in an operational unit’s training department.

    • Experienced in air operations.

    • Have a fundamental familiarity and understanding of small boat operations to include Small Boat, coxswain qualified, or civilian equivalent.

    • Experienced in land and maritime reconnaissance and surveillance operations.

    • Have a fundamental familiarity and understanding of CBRN PPE.

    • Physically capable of working extended periods in SCBA.

    • Possess a current U.S. passport with an updated international vaccination record and a valid U.S. driver’s license.

    • Possess effective oral and written communication skills.

    • Willing and able to accept worldwide deployments which include elements presenting risks to personal safety.

    • Proficient in computer utilization, graphics creation, editing, and word processing.

    • Able to travel on short notice, work non-standard hours, and take on-call duty.

    • Able to complete Department Nimble Elder Initial Training Program within 3 months of hire. The training includes tasks associated with WMD search operations, communications, mobility, surveillance, and force protection.

    • Obtain immunizations for worldwide travel and unique TSG mission requirements.

    • Able to perform duties in all weather and climate conditions and be capable of carrying loads of up to 80 pounds over uneven terrain.

    • Willing and physically capable of performing various infiltration and exfiltration techniques (FRIES, SPIES, Ladders, etc.) as well as other urban and rural movement techniques in specialized equipment (climbing, rappelling, SCBA, etc.).

    • Capable of flying in utility helicopters for extended periods of time and available for expeditious foreign travel for extended periods of time.

    • Physically and mentally qualified for deployment and performance of duties, including tactical operations in austere, hostile environments. Annually, personnel must complete an Army Combat Fitness Test and score a minimum of 60% for everyone’s specific age group, or be capable of demonstrating the following physical requirements:

    • Deadlift 140 lbs.

    • Two-mile run within 22 minutes.

    • 42 pushups within two minutes.

    • Perform standard plank for one minute.

    • Pass a Combat Water Survival Test (CWST).

    • Ability to meet medical requirements to wear a protective mask in accordance with 29CFR1910.134

    • Knowledgeable and proficient in the use of assigned small arms (pistol/rifle) weapons for purposes of force protection and shall be able to qualify with the M17 pistol and M4 rifle in accordance with TC 3-23.35 and TC 3-22.9. Further, all contractor personnel shall comply with requirements IAW the Lautenberg Amendment

    • Able to complete and maintain the Government-provided Nuclear, Biological, and Chemical (NBC) training, including the use and wear of assigned NBC protective equipment.

    • Able to complete and maintain deployment qualifications as referenced in DoD Instruction 3020.41, Field Manual (FM) 7-22, and DTRA Deployment Readiness Guide for Contractors.

    Desired Skills/Qualifications

    • Army Senior Leader Course or service equivalent.

    • Possess advanced skills in surveillance/counter surveillance techniques, advanced (tactical/defensive) driver training, a minimum of Level 1 Advanced Special Operations Techniques (ASOT) qualified.
