    Job Description

    The Defense Threat Reduction Agency (DTRA) has a mission to maintain global situational awareness of countering weapons of mass destruction (CWMD) and improvised threat networks. In order to carry out DTRA’s mission, DTRA needs support to operate, maintain, enhance, and field-test new capabilities in its Operational Informational Management System (OIMS). OIMS is used to share information across communities of action; the focal point for the information sharing is DTRA’s Joint Operations Center (JOC). The JOC provides 24/7 monitoring of DTRA’s global operations and communicates the status of those efforts to other agencies, partner organizations, and throughout DoD.

    The OIMS platform is a program of record under the DTRA Information Technology (IT) Directorate, Knowledge Management Department (KT). IT-KT ensures that the OIMS platform is available for use by internal and external stakeholders/users to continuously monitor DTRA’s critical mission activities. OIMS consists of a suite of applications, or modules, that provide the JOC with various inputs and outputs of information. Individual applications support functions such as status reporting on DTRA missions worldwide; intake of DTRA customer requests for hazard prediction modeling; WMD analysis, and information sharing about key ongoing CWMD-related events. OIMS is used across three security domains, NIPRNet, SIPRNet, and JWICS. Through an Agile process, individual modules are continually enhanced to improve the efficiency and effectiveness of the JOC’s global situational awareness role. These efforts are executed from DTRA’s headquarters, on Fort Belvoir, VA, and from the Alternate Joint Operations Center (AJOC) at Kirtland Air Force Base, New Mexico.

    Responsibilities

    • Performs training and quality assurance for Global Theater Security Cooperation Information System (G-TSCMIS).
    • Provide support in formulating and preparing briefings, and system training products.
    • Assist DTRA Security Cooperation (SC) planners and program managers in properly mapping DTRA SC objectives in G-TSCMIS and the development of supporting documentation.
    • Provide expert support to identify, analyze, report, and organize DTRA security cooperation activities in support of Combatant Command’s Theater, Global Campaign Plan Objectives, DTRA Strategic Plan, and GCC Regional plans.
    • Provide security cooperation technical, analytical, and planning support for activities including meeting attendance, training, collection, reporting, and disseminating DTRA activities into Socium and C2IE.
    • Assist DTRA planners and program managers in properly mapping DTRA security cooperation objectives as outlined in the CWMD documents such as the DTRA Strategic Plan, DoD CWMD Global Campaign Plans and Geographic Combatant Commands regional support plans as well as other relevant CWMD security cooperation information systems and documents.
    • Coordinate and support DTRA activities and Socium events to include in DCAM updates, authoritative data sources such as DPAM development, coordination, and updates.
    • Assist in the process of automating and publishing the DCAM into the DPAM and into existing DTRA information technology applications.
    • Display data on demand that automatically pulls current information from OIMS Oracle relational database tables along with other pertinent information to enable presentation to the OC leadership and DTRA senior leadership

    Qualifications

    • Active TS/SCI Clearance
    • Must possess a bachelor's and 5+ years of relevant experience.
    • At least 2 years of experience using G-TSCMIS and/or Socium.

    DESIRED SKILLS/QUALIFICATIONS:

    • Prior experience within the CWMD community
