    Position Overview:

    We are currently seeking a dedicated Registered Nurse (RN) to fill the role of a Nurse Surveyor. In this critical position, you will support the NYS Department of Health’s Center for Home and Community-Based Services by conducting regulatory surveillance and compliance inspections of licensed home care and community-based service providers. You will apply professional nursing judgment to evaluate compliance with federal and New York State laws, regulations, and standards. Working as part of an interdisciplinary survey team, your efforts will be essential to protecting patient safety and ensuring care quality across the Western New York region.

    Qualifications:

    • Education: Bachelor’s Degree in Nursing.
    • Licensure: Current Registered Professional Nurse (RN) license and registration to practice nursing in New York State.
    • Experience: Proven clinical nursing experience with strong analytical and investigative abilities.
    • Technical Skills: Proficiency in Microsoft Office Suite and electronic documentation systems; experience with complex data entry systems.
    • Soft Skills:
      • Clinical nursing judgment applied to regulatory oversight

      • Ability to manage multiple priorities independently

    Responsibilities:

    • Surveillance & Inspection Activities:
      • Conduct onsite inspections of licensed Home Care Agencies within a 17-county Western New York region.
      • Participate in interdisciplinary survey team activities during inspections.
      • Review agency operations, clinical services, and documentation for regulatory compliance.
      • Evaluate services provided in patient homes, assisted living facilities, adult homes, and hospice residences.
      • Participate in meetings with team members and program leadership to discuss findings during and after inspections.
    • Compliance & Enforcement
      • Assist in preparing Statements of Deficiencies in accordance with the Principles of Documentation.
      • Review agency's submitted Plans of Correction.
      • Conduct post-survey follow-up visits (onsite and offsite).
      • Participate in investigations of complaints related to home care agencies.
      • Participate in enforcement actions, including testimony at hearings when required.
    • Administrative & Reporting Duties
      • Review complaint intakes and supporting documentation.
      • Develop reports using applicable electronic systems and software.
      • Review applications for new licensed and certified agencies.
      • Review facility policies and procedures.
      • Prepare general correspondence and regulatory communications.
      • Participate in meetings, committees, and required trainings.
    • Medical Oversight Responsibilities:
      • Apply nursing expertise to regulatory compliance evaluations.
      • Interpret and apply federal and New York State healthcare regulations.
      • Provide clinical insight to survey teams during inspections and investigations.
      • Support quality assurance and corrective action initiatives.
