KSAT Hyper is a new venture from KSAT, delivering low-latency connectivity services to customers with high-performance, time-sensitive missions in orbit. As KSAT Hyper scales globally, the management of spectrum, licensing, and regulatory relationships is mission-critical — ensuring that services are coordinated, compliant, and protected across international jurisdictions.
Summary of Position
KSAT USA is seeking an experienced Regulatory and Frequency Licensing Specialist to manage spectrum-related activities for a new KSAT venture. This role sits within the KSAT Spectrum Office but will be 100% dedicated to the new start project. The Regulatory and Frequency Licensing Specialist will work closely with engineering, legal, and external authorities to enable and defend the system's operational footprint.
This position will report to the General Manager of the Hyper program.
The role will be local to the Denver metro area with flexible teleworking opportunities. Relocation assistance is available for the right candidate.

Compensation
The On-Target base salary range is between $100K - $135K.

Details of the Role
Your Mission
- Act as KSAT Hyper’s primary liaison to national and international frequency regulators including NKOM, ITU, FCC, and others (e.g., Japan’s MIC)
- Lead licensing, coordination, and filings necessary to operate KSAT Hyper services globally
- Coordinate internally across legal, RF, engineering, and program management to ensure seamless regulatory execution
- Represent KSAT Hyper in coordination meetings, ITU working groups, and relevant policy forums — advocating for regulatory outcomes that protect system performance
- Monitor and respond to regulatory developments, spectrum trends, and policy changes affecting service delivery
- Support KSAT Hyper customers by advising on licensing pathways, integration needs, and regulatory planning
- Optimize spectrum and orbital resources to ensure service quality and long-term viability
- Support bilateral coordination, filing strategy, and regulatory risk assessments
What You Bring
- 5+ years of experience in spectrum management, satellite licensing, or telecommunications regulation
- Deep knowledge of ITU Radio Regulations, coordination procedures, and international frequency management frameworks
- Experience working with authorities such as NKOM, ITU, FCC, and international spectrum bodies
- Understanding of how regulatory constraints interface with RF and service architecture
- Ability to collaborate across technical, legal, and executive stakeholders
- Excellent communication, documentation, and negotiation skills — especially in cross-border or multilateral contexts
- Bachelor’s degree in Telecommunications, Engineering, Spectrum Policy, or a related field (Master’s or legal/regulatory training is a plus)
- Fluency in English required; proficiency in Norwegian is a strong advantage
