Rehabilitation Specialist- Children & Adolescents
Program: Children & Adolescent Psychiatric Rehabilitation Program (PRP-M) Reports to: PRP-M Program Director Status: Full-time, salaried/contractor Work sites: Office & Community
Position Summary:
The Minors Psychiatric Rehabilitation Specialist (RS) delivers developmentally appropriate, community-based skill-building and care-coordination services that help children and teens with serious emotional disorders build resilience, strengthen natural supports, and thrive in home, school, and community settings. All services are provided in accordance with COMAR 10.63.03.10, Maryland Medicaid regulations, and CARF 2025 Behavioral Health Standards.
Key Responsibilities:
Engagement & Assessment
· Obtain informed consent from parent/guardian and educate families about the purpose and limitations of PRP-M.
· Complete a strengths-based Rehabilitation Assessment, integrating the Medicaid functional assessment and collateral input.
Individualized Rehabilitation Planning
· Draft an Individual Rehabilitation Plan (IRP) in collaboration with the youth, family, and referring clinician; review and update at least every six months or sooner when goals change.
· Ensure goals emphasize hope, self-determination, and skill mastery (e.g., self-care, emotion-regulation, social competency, academic success).
Direct Skill-Building & Family Support
· Provide a minimum of three billable, rehabilitation contacts per month—at least two delivered in person (individual or group); no more than 50% of contacts may be via telehealth.
· Facilitate small, activity-based after-school or weekend groups that reinforce IRP goals and encourage peer support.
· Coach parents/guardians in evidence-based parenting and resiliency strategies; link families to community resources, educational supports, and natural supports.
Care Coordination & Collaboration
· Maintain monthly, documented coordination with the referring licensed mental-health professional and other treatment team members (school staff, PCP, wraparound services).
· Participate in multidisciplinary meetings, crisis-prevention planning, and internal quality-improvement activities.
Documentation & Compliance
· Enter all service notes, assessments, IRPs, authorization packets, and monthly summaries into the Electronic Health Record within 48 hours.
· Enter, track, and monitor all service authorizations.
· Monitor authorizations, reassessments, and outcome measures; assist with internal chart audits to ensure full compliance with COMAR, Medicaid billing manuals, and CARF standards.
Training & Supervision
· Provide supervision to PRP case managers.
Receive and document regular, in-person supervision from the Program Director; support peer learning and mentor new direct-care staff as assigned.
Minimum Qualifications Education/Licensure/Certification Requirements (Must meet at least one within 60 days of start date):
(a) Licensed mental health professional;
(b) Rehabilitation counselor who is currently certified by the Commission on Rehabilitation Counselor Certification; or
(c) Bachelor's prepared certified psychiatric rehabilitation practitioner currently certified by the U.S. Psychiatric Rehabilitation Association;
· Transportation: Valid Maryland driver’s license, reliable insured vehicle, willingness to travel between sites.
· Technology: Proficiency with EHR, telehealth platforms, Microsoft/Google Workspace; able to produce timely, accurate digital documentation.
· Core Competencies: Trauma-informed care, cultural humility, motivational interviewing, collaborative problem-solving, crisis-prevention, family engagement, strong organization/time-management.
Preferred Competencies
· Bilingual
· Training in Wraparound, TF-CBT, or DBT-Skills for Adolescents.
· Lived experience as a family peer specialist or youth advocate (welcomed).
Physical & Environmental Conditions
Work involves driving, climbing stairs, and occasional lifting of up to 25 lbs (materials/equipment). Must be able to sit, stand, and actively engage with youth indoors and outdoors. Reasonable accommodations available.
