    Job Description

    THIS IS A MINIMUM TEN (10) MONTH CONTRACT WITH THE POSSIBILITY OF BEING EXTENDED

    COMPANY VEHICLE WILL BE PROVIDED DURING NORMAL BUSINESS HOURS.

    TRAINING PROVIDED

    PRIMARY FUNCTION Under general supervision, reads electrical meters at commercial, industrial and residential establishments and enters data into hand held recording device; reports meter-reading problems for needed corrections or repairs; exchanges meters along established routes as requested. Performs other duties as assigned.

    DISTINGUISHING CHARACTERISTICS:

    • The Service Representative I differs from the Service Representative II in which the Service Representative I primary duties includes reading meters along established routes and perform routine meter exchanges of self-contained electric meters with a constant of 10 or less installed on energized low voltage equipment panels.
    • The incumbent must successfully complete meter exchange training within six months from date of hire.
    • Employees in this classification will be reassigned, to assist other personnel or perform other duties, as required.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    The examples of essential functions listed below are representative but not necessarily exhaustive or descriptive and incumbent may be assigned other related functions not listed herein if such functions are a logical assignment for the position.

    1. Reads meters along established routes, records readings on hand held device or mobile collector computer, resets and reseals demand meters and verifies meter constants.

    2. Reports new meter installations entered incorrectly into reading cycle or new installations that were recorded incorrectly into hand held device.

    3. Investigates meter reading reports generated by meter reading software and troubleshoots radio frequency reading.

    4. Re-reads meters and verifies accuracy of all data collected and work performed during that day.

    5. Performs routine meter exchanges of single phase meters for residential, commercial and agricultural customers while system is energized.

    6. Performs regularly scheduled meter route audits to inspect, observe and report meter irregularities, tampering, hazards or illegal electrical connections used to steal electrical energy; and assists in identifying and documenting power theft and other meter irregularities.

    7. Ensures clearance for meter access; contacts customers to gain access to meters which are locked or inaccessible from outside premises; makes arrangements upcoming readings.

    8. Communicates verbally through a 2-way radio and cell phone; utilizes a wireless computer for daily work activities.

    MARGINAL DUTIES AND RESPONSIBILITIES

    1. Reports accounts where customer has vacated premise without ordering account disconnected.

    2. Performs other duties as assigned.

    MINIMIMUM QUALIFICATIONS

    EDUCATION AND EXPERIENCE

    • High school equivalency and two years of meter reading experience with an electric utility.

    LICENSING/CERTIFICATION

    • A valid driver license issued by the State of California, Department of Motor Vehicles is required.

    Training:

    • The incumbent must successfully complete meter exchange training within six months of hire.

    KNOWLEDGE, SKILLS AND ABILITIES

    • Knowledge Principles, methods, materials, tools, and equipment used in repair and testing of secondary electrical energized system;
    • Basic electrical theory; blueprints and schematic diagrams; reading and operation of power meters;
    • Methods used to identify illegal electrical connections; procedures and documentation process in identifying power theft;
    • Knowledgeable in the Imperial Valley or Coachella Valley roads, highways and city street; district’s power distribution system; record keeping and report writing; and safe working practices.

    Skills/Abilities:

    • Connect and disconnect power meters while system is energized; read, understand and interpret documents, safety rules, operating and maintenance instructions and procedure manuals;
    • Understand work safely; detect tampering or illegal connections used to steal electrical energy;
    • Operates a route management system and meter reading system (FCS);
    • Perform heavy physical work; work in hazardous or adverse climatic conditions; diagnose power meters for malfunction; read meter, deal with angry or unpleasant customers and the general public;
    • Speak effectively with customers and employees; write routine reports and correspondence; work from various heights and use ladders or scaffolds; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals computer rate, ratio, and percent and to draw and interpret bar graphs;
    • Wear proper personal protective equipment including safety shoes, face shield and rubber gloves; be prompt and regular in attendance; follow oral or written instructions;
    • Maintain records or logs and prepare written reports; apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form; deal with problems involving several concrete variables in standardized situations;
    • Communicate effectively; and work courteously and cooperatively with employees, power consumers, homeowners and the general public.

    • General office equipment, wireless computer, handheld meter reading device, computerized meter reading equipment , hardhat, safety glasses, face shield, low voltage rubber gloves, rubber glove protectors, fire retardant uniforms, safety shoes, locking ring keys, volt meter, meter seal, note pad, service orders, computer printout, wire cutter, channel lock, screw drivers, hammer, pliers, telephone, two-way radio, bolt cutters, hedge clippers, loppers, tool pouch, battery operated grinder, respirator, dog stick, single phase meter puller, camera, step ladder and vehicle.
